THE STATE OF TEXAS – TOWN OF ANDERSON – BE IT REMEMBERED, that on this the 10th day of February 2022, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.
1. Call to order: 7:02 p.m. by Kason Menges, Mayor Karen McDuffie took over upon her arrival.
a. Roll call: Carnell Carrell, Daryl Alford, Kason Menges, and Pam Johnson were present at roll call. Karen McDuffie arrived at 7:03, Bessie White arrived at 7:08. Harold Minor was absent. Visitors present were Brian Colbert, Will Borski, Charles Borski, Marc Benton, and Daniel Abbey

2. Public Comment – Marc Benton – new Republican Chair, primary election on 3/1/22 with early voting 2/14/22 – 2/25/22
3. Consider and take action to approve the minutes of meeting on 1/13/22.
Daryl Alford made motion to accept minutes as read, seconded by Carnell Carrell, abstained by Kason Menges due to absence at that meeting. All others approved; motion carried.
4. Consider and take action to approve the minutes of meeting on 1/25/22.

5. Consider and take action to approve the list of claims and bills.

6. Consider, discuss, and take action to approve changing QuickBooks from desktop version to online version in order to accept credit card payments.
Kason Menges made motion to change to online version to accept credit cards, seconded by Daryl Alford. All approved; motion carried.
7. Consider, review, discuss, and take action to approve Ordinance #148-22 to establish rental regulations and use rules for the Anderson Community Center
Daryl Alford made motion to approve Ordinance #148-22 with addition of accepting credit card payments with an additional $3 per transaction fee, seconded by Kason Menges. All approved; motion carried.
8. Consider and take action to approve adoption of Ordinance #149-22 calling an election to be held in Anderson on 5/7/22 for the purpose of election of three (3) Alderman positions for two-year terms.

9. Consider and take action to approve an agreement between the Town of Anderson and the County of Grimes authorizing the Election Administrator Lucy Ybarra to conduct election.

10. Consider and take action to approve Ordinance #150-22 declining to approve the changes in rates requested by Entergy Texas, Inc. Statement of Intent to Change Rates.

11. Consider and take action to approve the purchase of RVS program to take over Sewer billing for the Town of Anderson.

12. Consider and take action to set date for the next Town of Anderson Clean Up Day.
Kason Menges made motion to set clean up day as 4/30/22, seconded by Daryl Alford. All approved; motion carried.
13. Consider and take action to approve ARPA Projects
Kason Menges made motion to approved use ARPA funds to purchase RVS system, water meter for sewer plant, replacing the piping at the FM 1774 lift station, and replacing the fencing at the FM 1774 lift station.
