2022 10 13 Minutes

THE STATE OF TEXAS – TOWN OF ANDERSON – BE IT REMEMBERED, that on this the 13th day of October 2022, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.

1. Call to order at 7:00 p.m.
• Roll call – Bessie White, Daryl Alford, Harold Minor, Kason Menges, Marc Benton, and Pam Johnson were present. Karen McDuffie was absent.
• Establish quorum
• Invocation given by Kason Menges
• Pledge of Allegiance to the U.S. Flag
• Pledge of Allegiance to the Texas Flag

2. Public Comments: None

3. Consider and take action to approve the minutes of the meeting on 9/8/22.
Motion by Kason Menges to approve minutes of meeting on 9/8/22, seconded by Marc Benton, all approved, motion carried.

4. Consider and take action to approve the minutes of the workshop on 9/20/22.
Motion by Daryl Alford to approve minutes of meeting on 9/20/22, seconded by Kason Menges, all approved, motion carried.

5. Consider and take action to approve the list of claims and bills.
Motion by Kason Menges to approve list of claims and bills, seconded by Daryl Alford, all approved, motion carried.

6. Consider and take action to approve authorizing Procurement of Administrative (RFP) and Engineering Services (RFQ) for the Community Development Block Grant Regional COG Method of Distribution (CDBG COG MOD) administered through the Texas General Land Office (GLO) for the Town of Anderson.
Motion by Marc Benton for both grants, seconded by Kason Menges, all approved, motion carried.

7. Update from Kyle Heinemann – Depreciation in sewer budget
Kyle Heinemann gave an overview of depreciation in the sewer budget

8. Update from Shannon Sanders – Grimes Central Appraisal District appraisal and collections agreement
Shannon Sanders gave an explanation of the appraisal and collections agreement signed last month.

9. Update from Jerome Pasket – fencing of property on Main St.
Jerome stated an 8’ sheet metal fencing is going up and should be completed within a month

10. Consider and take action declining to approve the change in rates requested in Entergy Texas, Inc.’s (“ETI” or “Company”) Statement of Intent by Ordinance #156-22
Motion by Kason Menges to approve Ordinance #156-22, seconded by Daryl Alford, all approved, motion carried.

11. Consider and take action to hire new yearly auditor.
Motion by Kason Menges to hire Seidel & Schroeder, seconded by Marc Benton.

12. Consider and take action to approve permit changes discussed in the workshop on 9/20/22.
Motion to postpone to next month by Daryl Alford seconded by Bessie White, all approved, motion carried.

13. Consider and take action on request to allow animals in building during rental.
Motion by Daryl Alford to deny request to allow animals in building during rentals, seconded by Kason Menges, all approved, motion carried.

14. Consider and take action for hire tree trimmers for those that county can’t do.
Motion by Daryl Alford for county to use contractors to cut trees on list not to exceed $2000, seconded by Marc Benton, all approved, motion carried.
