THE STATE OF TEXAS – TOWN OF ANDERSON – BE IT REMEMBERED, that on this the 9th day of February 2023, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.
1. Call to order: 7:00 p.m.
• Roll call – Marc Benton, Bessie White, Harold Minor, Karen McDuffie, Kason Menges, Pam Johnson & Daryl Alford were present. Quorom established.
Visitors present were Rodney Floyd, Justin Kalisek, David Tullos, Tanya Walters, Will Borski, Charles Borski, Rachel Walker, Chasitdy Love

2. Public Comments:
Rodney Floyd – Spoke on installation of sewer at the animal shelter, was a miscommunication on installing without permits.
3. Consider and take action to approve the minutes of the regular meeting on 1/12/23.
Motion by Bessie White to accept minutes with correction to visitors list, seconded by Marc Benton, all approved motion carried
4. Consider and take action to approve the list of claims and bills.
Motion by Kason Menges to approve list of claims and bills, seconded by Harold Minor, all approved motion carried.
5. Consider and take action on ideas and interest in possible opportunities for cooperation between the Town of Anderson and Grimes County on Main Street.
a) Wedding venue – Marc Benton – would like to work with the county to use the courtroom for weddings.
Marc Benton made motion to pursue interlocal agreement between Town & County, seconded by Kason Menges. Discussion – considerations: parking, security, scheduling, etc. All approved, motion carried.
b) Relocation of Town of Anderson office
Marc Benton made a motion to approach comm. court to move Town Hall Office to old maintenance building on Main Street, seconded by Kason Menges, all approved, motion carried.
6. Consider and take action on request from Judge Joe Fauth to waive or reduce sewer connection fee at the Animal Rescue Center.
Motion by Harold Minor to charge the county 50% installment ($500), seconded by Marc Benton, all approved motion carried.
7. Consider and take action on request from Raquel Wilson to reconsider refunding deposit for rental on 1/7/23.
Raquel Wilson did not appear. Motion to postpone by Harold Minor, seconded by Daryl Alford, all approved, motion carried.
8. Consider and take action on request from Lajune Thomas to reconsider refunding deposit for rental on 1/28/23.
Motion by Daryl Alford to sever date, seconded by Kason Menges, all approved, motion carried.
Motion by Marc Benton to refund deposit, seconded by Harold Minor, all approved, motion carried.
9. Consider and take action on request from Pastor Kyle Childress of Anderson Baptist Church to have cross walks painted on Johnson and Fanthorp Streets and pedestrian signs installed.
Motion by Kason Menges, seconded by Marc Benton to allow Kyle Childress to paint crossings as per statutes, all approved motion carried.
10. Consider and take action on Grimes County Road & Bridge assessment and plan to bid and address Schroeder St improvements.
Motion to accept bid and move forward by Marc Benton, seconded by Kason Menges, all approved motion carried
11. Chasidy Love to give overview of “Success Powered by You”, a Texas A & M sponsored organization that provides support withing communities of the Brazos Valley.
Chasitdy Love gave overview of “Success Powered by You” program. Classes on relationships, money management, and parenting. Free workshops for adults 18-24.
12. Introduction of the new Grimes County Elections Administrator, Rachel Walker.
Rachel Walker was introduced and gave a brief overview of her job.
13. Consider and take action to approve adoption of Ordinance #159-23 calling an election to be held in Anderson on 5/6/23 for the purpose of election of two (2) Alderman positions and one (1) Mayor position for two-year terms.
Motion to approve Ordinance #159-23 by Kason Menges, seconded by Daryl Alford, all approved, motion carried.
14. Consider and take action to approve adoption of Ordinance #160-23 ordering an election for the purpose of “The reauthorization of the local sales and use tax in the Town of Anderson at the rate of 1/4 of 1% to continue providing revenue for maintenance and repair of municipal streets. The tax expires on the fourth anniversary of the date of this election unless the imposition of the tax is reauthorized.”
Motion to approve Ordinance #160-23 by Daryl Alford, seconded by Kason Menges, all approved, motion carried.
15. Consider and take action on bids to remove, replace, and dispose of old ceiling tiles, to include painting the dividers.
Motion by Daryl Alford to hire Big Wastewater, seconded by Kason Menges, all approved motion carried.
16. Consider and take action to adopt Resolution #102-23 to designate authorized signatories for the Texas Community Development Block Grant program.
Motion by Kason Menges to approve the adoption of Resolution #102-23, seconded by Bessie White, all approved motion carried.
17. Consider and take action to adopt Resolution #103-23 authorizing the submission of a Texas Community Development Block Grant program application and adopting required CDBG Civil Rights policies.
Motion by Harold Minor to approve the adoption of Resolution #103-23, seconded by Marc Benton, all approved motion carried.
18. Consider and take action on request from Hanna Hayes Hart regarding downtown sidewalks and parking.
Hanna Hayes Hart requested that sidewalks be updated to ADA standards to allow the disabled better access to downtown businesses.
Motion from Kason Menges to postpone action on sidewalks & parking until after a workshop can be set up, seconded by Harold Minor, all approved motion carried.
19. Consider and take action on update from Charles Borski on Main Street property.
Charles Borski provided no update on the property, motion by Marc Benton to postpone for 3 months, seconded by Kason Menges, all approved motion carried.
20. Consider and take action on request from Heather Delso from Seidel & Schroeder to combine the FY21 & FY22 audits.
Motion by Daryl Alford to pay for oldest audit this FY, seconded by Harold Minor, all approved, motion carried.
21. Around Town
• People parking at old bus barn & crossing highway in the dark
• John Miller – there is debris at the old Apolonia Bldg & it is a work in progress, cleaning as quickly as possible. Mimozas are being made March 6. They will be at the Craft Brew Festival in Conroe 3/4/23
• Election deadline 2/17
• 2/16 public hearing for CDBG MIT/MOD
• Clean up day 4/29
• Legion wants to put their sign back up on the wall
