REGULAR MEETING OF THE TOWN OF ANDERSON, GRIMES COUNTY, TEXAS, THURSDAY, APRIL 13, 2023
THE STATE OF TEXAS – TOWN OF ANDERSON – BE IT REMEMBERED, that on this the 13th day of April 2023, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.
1. Call to order: 7:02
Roll call: Bessie White, Daryl Alford, Harold Minor, Karen McDuffie. Marc Benton, and Pam Johnson were present. Kason Menges was absent.
Visitors present were: Will Borski, Charles Borski, Carnell Carrell, Brian Colbert, Willie Minor, Thomas E. Lyon, Steve Duncan, Michelle Bobo, Vickie Spiess, Harry Walker, and Tanner Krause
• Quorum established.
• Invocation given by Harold Minor
• Pledge of Allegiance to the U.S. Flag
• Pledge of Allegiance to the Texas Flag. “Honor the Texas Flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible.”
2. Public Comments: Tanner Krause – Would like to be considered to fill the vacant seat on the council after the election.
3. Consider and take action to approve the minutes of the regular meeting on 3/9/23.
Motion by Daryl Alford to approve minutes of 3/9/23, seconded by Marc Benton. All approved, motion carried.
4. Consider and take action to approve the list of claims and bills.
Motion by Daryl Alford to pay bills, seconded by Marc Benton. All approved, motion carried.
5. Consider and possible action on additional funding made available on Harvey Grant.
Vickie Spiess & Steve Duncan – Have been granted an additional $225,000 through the Harvey Grant. Town needs to submit an amendment by 6/20/23 if the Town wants to continue with existing administration/engineer. Will need to have a public hearing before next meeting to gather citizen input. Need letter & budget to reopen the grant.
Motion by Marc Benton to extend contract to both GrantWorks and Bleyl Engineering, seconded by Harold Minor.
All approved, motion carried.
6. Consider and take action on street repairs as proposed by Grimes County Road & Bridge.
Motion to complete Buffington and patch Hill St by Daryl Alford, seconded by Bessie White. All approved, motion carried
7. Consider and take action on 2 (two) CDs that are maturing on 4/16/23.
Motion by Marc Benton to roll general CD for 1 year, roll over Road & Bridge for 2 years at 3.15% at First National Bank of Anderson, seconded by Daryl Alford. All approved, motion carried.
8. Consider and take action to approve the Interlocal Agreement with Grimes County regarding subdivision jurisdiction in the Town’s extraterritorial jurisdiction.
Motion by Daryl Alford to postpone until next meeting, seconded by Harold Minor. All approved, motion carried.
9. Consider and take action to approve the updated Interlocal Agreement with Grimes County regarding road work, law enforcement, and 9-1-1 addressing.
Motion by Marc Benton to postpone until updated copies from county attorney, seconded by Daryl Alford. All approved, motion carried.
10. Updates on the following:
a. ARPA projects – holding off until scopes of other 2 grants have determined & additional Harvey Grant
b. Town Clean Up Day on April 29, 2023 – probationers are in line to be there, dumpsters are coming
c. Abatement properties – no updates
d. TxDoT – no updates
11. Around Town
• Mr. Miller’s opening with Mimoza went well.
• TML spring meeting on 5/11-12
• TML small town conference 5/12 in Navasota
• Ceiling tiles have been replaced, grills are going to take more work and parts. Brian will send a quote on that.
• Harold Minor will look into purchasing wood for chair rails.
• Family moving into the house on Main & Johnson
• Speeding up & down Johnson St
12. Permit report
• Manufactured home permit for 258 College St.
• Sewer permit for Corner of Johnson & College, no permit for home they are moving in there, they have been advised to obtain that permit first.
• Sewer permits for the county have been received.
