BE IT REMEMBERED, that on this the 8th day of June 2023, at 7:00 p.m., there was begun and holden a Public Hearing followed by Regular Meeting of the Town of Anderson, Grimes County, Texas.
1. Call meeting to order and establish quorum – Bessie White, Daryl Alford, Kason Menges, Marc Benton, Pam Johnson, and Tanner Krause were present. Harold Minor is absent.
Visitors present were Don Adams, Ray Merola, Lucy Ybarra, Brian Colbert, Charles Borski, Julie Walkoviak, Cassi Walkoviak, Will Borski, Don Sowell, Sherri Benton, and Todd Greene.

a) Agenda format updates – Mayor went over new agenda format.
b) I-14 Corridor – studies in progress for I14 that is coming through the region.
c) Semi quincentennial / America 250 – coming in 2026, be thinking about what the Town would like to do.
d) TxCDBG Survey Results – 57% LMI
e) Code Enforcement Update – One has been returned, one has been completed & should be in the office by mid-July, have not heard from the third.
f) Budget Workshop reminder – rescheduled to the 20th due to audit on 13th.
g) Holiday flag display on Main St business district – flags are being ordered & will be on display on Main St for holidays.
6. Consent Agenda: All consent items are considered to be routine and will be enacted by one motion and vote.

b. Approval of the May 16, 2023, Special Meeting Minutes
c. Approval of the list of claims and bills
Motion to approve consent agenda items by Daryl Alford, seconded by Kason Menges. All approved, motion carried.
7. Presentations: Limited to 5 minutes followed by possible clarification questions from Council members.
a. Grimes County Chamber of Commerce – Lucy Ybarra – asked the Town to consider rejoining the Chamber. It is under new management & will be focusing on all communities in Grimes County.
b. AS Soccer K-6 League – Request for use of field – Julie Walkoviak – a new soccer league will be starting 8/28-9/30 & they are requesting to use the back field during the soccer season.
c. Option for Algae Treatment at Wastewater Plant – Don Adams, Environmental Process USA – $12.50 per gallon (first 55 gallons will go fast), but once it is under control, costs should be lower than the current procedures in place.
d. TxDoT Plans for Road Enhancements within Anderson – James Robbins – turn lane going in on SH 90 from north to south city limits to finish before school starts back, 8’ wide on both sides. FM 149 E to FM 2562 will widen in the fall.
8. Reports: Informational reports only, no action to be taken.
a. Permit report – 2 vendor permits for the car show.
b. Wastewater Plant Report – Brian Colbert – issues with electrical panel at plant causing it to back up, CSA can put a couple of start kits to keep it going, possibly check with insurance company on outages due to storm, algae are coming back & will need to be treated.
9. Business: Discuss, consider, and possibly take action regarding:
a. Discussion and action on use of Town Hall property for AS K-6 Soccer league – Julie Walkoviak. Motion by Daryl Alford to approve for a 1-year term, seconded by Tanner Krause. All approved, motion carried.
b. Discussion and action on Extraterritorial Jurisdiction Interlocal Agreement.
Motion by Daryl Alford to approve agreement, seconded by Kason Menges. All approved, motion carried.
c. Discussion and possible action on Services Interlocal Agreement.
Motion by Daryl Alford to approve agreement, seconded by Tanner Krause. All approved, motion carried.
d. Discussion and possible action on enacting Cell Phone Use Policy.
Motion by Daryl Alford to put on next month’s agenda, seconded by Bessie White. All approved, motion carried.
e. Discussion and action on a line item move $2796 from Contracted Services to Road Repair and Maintenance.
Motion by Daryl Alford to move line item, seconded by Kason Menges. All approved, motion carried.
10. Executive Session at 8:16 p.m.
a. Convene into executive session pursuant to Sec. 551.071, Texas Government Code, and section 1.05, Texas Disciplinary Rules of Professional Conduct, to consult with the Town Attorney regarding the requirements related to expansion of municipal services.
b. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate the purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
c. Convene into Executive Session pursuant to Sec. 551.089, Texas Government Code, to review security and critical infrastructure relating to information technology resources for the Town of Anderson.
11. Return to Open Session and possible action on items discussed at 8:51 p.m.
a. Reconvene into public and open session to take action as appropriate at the Town Council’s discretion regarding an authorization for publication of requests for qualifications for engineering or related services.
Motion by Daryl Alford to authorize publication of RFQ, seconded by Kason Menges. All approved, motion carried.
b. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding the purchase, exchange, or value of a certain parcel of real property located within the limits of the Town of Anderson.
Motion by Daryl Alford to move forward with discussion, seconded by Kason Menges.
c. Reconvene into public session regarding security and critical infrastructure relating to information technology resources for the Town of Anderson. No action required.
