BE IT REMEMBERED, that on this the 14th day of March 2024, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.
- Call meeting to order and establish quorum at 7pm. Members present Marc Benton, Tanner Krause, Rebecca Ray, Kason Menges, Harold Minor, Daryl Alford, Bessie White. Visitors present Wanda Creeks, William Borski, Charles Borski, Rodney Floyd, David Tullos, Valerie Fajotina.
- Invocation given by Kason Menges.
- Pledges to the flags. “Honor the Texas Flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible.”
- Public Comment
- Wanda Creeks lives on college street and having a problem with water draining in her yard. Advised water going into the ditch causes pipes to be exposed. Also advised, pipes from College Street to Johnson Street are exposed. Mayor Marc Benton stated to speak with Steve Duncan.
- Mayor’s Update: Historical society asking about the bike ride states and on website it states it will be going through on the 14th. Has sent them a notification but no answer. Dodi requested April 28th for the car show but had to say no because of the election. Wanted May 4th but that’s elections as well. Asking now for May 5th on Sunday for the car show. The packet at the back is an event calendar and has been updated. Mary Anne wanted the fall festival on October 5th. If not shutting down roads, they will need no permit, but venders will need permits.
- Proclamations
- Child Abuse Awareness Month- Tanya Tullos, Grimes County Child Welfare Board: Tanya Tullos to present Child abuse awareness month. Issue proclamation for the month of April for Child Abuse Awareness Month. Would like to display a sign and flag for the month of April. Will ask to order more regarding people personally wanting the signs and flags for their own yards. Tanya Tullos begins reading the proclamation. To show support, Friday April 5th is Texas go blue day, the community can put blue lights to light the town blue and wear a blue shirt to support the cause.
- Consent Agenda: All consent items are considered to be routine and will be enacted by one motion and vote.
- Approval of the February 20, 2024, Town Council Special Meeting Minutes: Mayor Marc Benton motioned to approve, motioned by Daryl Alford, second by Kason Menges, all in favor.

- Public Hearing Items: Public Hearing and possible action regarding.
- Presentations to the Council
- Grimes County Animal Rescue- David Dobyanski, Board of Directors President: David Dobyanski to present to the Council. Gave packets to the council regarding the Grimes County Animal Rescue. Advised they had a board put together and in five years the building began operation. Took in over 40 animals in the beginning and since opening has declined over 1550 animals. Employees will write down people’s information when they receive calls. Stated that they will put pictures on social media sites and news sites to find owners, which in return has been helpful in the past. Would like to start a trap and release program with feral cats in the community. Would like to get help from the community for people to help trap cats. Started spay and neuter program last year. Advised the Grimes County Animal Rescue cannot accept animals from owner surrenders, cannot take in injured animals and cannot come and pick up animals, can noy take in hogs nor bob cats. Advised there is no animal control officer. Need to keep the shelter running and donations are always accepted. They need a storage shed, either a building or container. Would like to educate the community on what they can and can noy do, and what they can offer the community. The fundraiser has been cancelled due to the weather, but when it is rescheduled, he will let the community know. There will be another event in April, an afternoon of Bingo with food trucks and prizes. Advised be help keep the shelter going.

- Permit Report: One new Food Vendor Permit
- Sewer Report: issue with the generator again this month, replacements. Fuel filter hasn’t been changed since 2011. Quote in packet provided.
- Grants Report:
- 2017 Harvey Grant: no update
- ARPA Grant: $21000 needs to be used by December. Caitlyn will be here in April to assist with creating the ARPA Annual Report.
- 2023-2024 CDBG: No Update
- CDBG MIT-MOD: no update, second round of funding has not been submitted.
- Harvey Reallocation Funds: No Update
- RCP: Ordinance tonight, if passed it will be submitted next week.
- Texas Department of Transportation (TxDOT): No update. 90 efforts possibly in May, maybe even April. 90 has been cleaned up as much as they can do. To remove is about $4000. Regarding Main Street, James is telling people the Town is taking over main street, but not in discussion.
- Business: Discuss, consider, and possibly take action regarding:
- Request from Rodney Floyd, Grimes County Facilities Director, for a sewage connection variance for new construction at 270 FM 149 W Anderson, TX 77830 pertaining to ordinance 153-22 Section 7. County developing behind justice center. Needs to have hearing and discussion. Need public hearing for variance. Possibly late April, just beginning talks. Civil engineer ran capacities. Too early for motion for a yes. Further discussion. Contact Mayor Benton for feedback and give update and advised if all positive to move ahead with variance, in which all agree.
- Ordinance 167-24 authorizing submission of application for CDBG-MIT RCP Grant. Resolution read aloud. Motion to accept by Daryl Alford, seconded by Tanner Krause. All in favor.
- Set date and review plan for April Spring Cleanup: Preferences for day in April. Daryl requested the 27th. Bessie agreed with the 27th. Early voting at that time of event will not affect elections nor the Cleanup. All agreed for 27th of April. Another council meeting before then to discuss and finalize.
- Executive Session at 802pm.
- Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
- Possible Action from Executive Session at 846 pm

- Around Town: Sewer lines being washed out, requesting to bring dirt to fill in by Daryl Alford. Harold advised he would get it covered. Brian mows around ponds. Jordan wants to be point of contact for the rest of what is left. Formalize a contract with responsibilities. Key will be given to Justin to allow access. The fence on Johnson Street looks like it is falling. Manhole cover at main and college asked about and has been mentioned to Brian.
