BE IT REMEMBERED, that on this the 13th day of June 2024, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.

1. Call meeting to order and establish quorum at 7pm. Members present Marc Benton, Tanner Krause, Kason Menges, Bessie White, Rebecca Ray, and Ashley Ver Schuur. Members not present are Harold Minor and William Borski is in Honduras. Visitors present David Lilly, Mary Beth Wesley, Jon Steiber and John Miller.
2. Invocation by Kason Menges.
3. Pledges to the flags.
“Honor the Texas Flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible.”
4. Public Comment. No public comments currently
5. Mayor’s Update
a. Introduce Ashley Ver Schurr as new Town Attorney. Welcome Ashley Ver Schuur as her first night as Town Attorney. Ashley Ver Schuur is invested in the Town of Anderson and Grimes County. She will be at key meetings in the future.
b. Grimes County Broadband Planning Committee news. Zoom meetings once a month if the council would like to be involved in. Michelle Bobo and Barbara Walker are also involved. Let marc know if interested.
c. July 9th Ceremony honoring Kenneth Anderson at Fanthorp contacted providing ceremony for Kenneth Anderson at Fanthorp. This will be all about Anderson history.
d. Aug 24th Northside Mustang Club Contacted by Vernon and advised they want to come on a Saturday at 9am. This includes shutting down main street and line up vehicles.
6. Presentations to the Council:
a. Third Annual Freedom Picnic, Saturday, July 6th – Mary Beth Wesley. Presentation given by Mary Beth Wesley for freedom picnic. Got everything covered as of today. Have fireworks and musicians. Looking for porta potties and requesting town to use as a sponsor, as well as popsicles for the kids. Request for TxDot to shut down road from 4pm to 11pm for road closure. Start 7pm for activities. Kenny graves will MC, Hannah Abraham at 830, Fireworks 930 and at 10pm will be a thank you and goodnight. Have used Madole for porta potties in the past. Town of Anderson could set up a table for the event.
b. September Brunch Event on Main Street –Presentation given by John Miller. Come to visit and communicate. In September alcohol producers host craft beverage festival in Conroe. Looking to do a brunch fest in Anderson. Ideas and plan to get it going. They will absorb the cost. Close main St. from 10am-2pm. Members with a booth and local companies will be there. Both alcohol and food truck options. CAPA will oversee licenses with TABC. Hire security for event. In the future he would like community-based events, CPR classes. Music, food, and alcohol. Brunch Fest is the official name.
7. Consent Agenda:
All consent items are considered to be routine and will be enacted by one motion and vote.
a. Approval of the May 14, 2024, Town Council Meeting Minutes motion to approve by Kason Menges and second by Tanner Krause, all in favor.
b. Approval of the list of claims and bills motion to approve by Kason Menges and second Tanner Krause, all in favor.
8. Reports:
Informational reports only, no action to be taken.
a. Permit report forbidden coffee and Leona Bay demolition permit tearing down house.
b. Sewer Report from Szymczak there was a backup on main street. NKQ and Salvador taken care. Salvador called and advised all good. Cummins replaced generator parts yesterday except cover done. Brian started generator tonight all good to go.
c. Grants Report
i. 2017 Harvey Grant no update
ii. ARPA Grant 21321 left over from grant and have till December to obligate. Options to spend on equipment, generator on building for emergency location, jet blowers for water levels at station, aeration blowers or use for office supplies. Come to council with plan by next meeting.
iii. 2023-2024 CDBG no update
iv. CDBG MIT-MOD no update
v. Harvey Reallocation Funds application submitted today, extra 225000, east Buffington was submitted for this Grant. May be issues with this grant.
vi. RCP no update
d. Texas Department of Transportation (TxDOT) no permit with midsouth. TxDot will not give access until august. Called to look into.
9. Business:
Discuss, consider, and take action regarding:
a. Consider and approve road improvement quote from Grimes County Road & Bridge for Cedar, Houston, and Austin Streets. (Jon Steiber, Grimes County Engineer present) John Steiber here to assist with business items and explain and answer questions. 52500 estimates for existing with all roads 2in mixed asphalt. Will clear out and fix. Truck loads fully loaded and will accurately calculate. Motion to approve accept road and bridge 52500 by Kason Menges, second by Tanner Krause, all in favor.
b. Consider and approve adopting the 2021 International Building Codes. (Jon Steiber, Grimes County Engineer present) background given by john adopting 2021 International Building movement among small communities and will follow with residential code. Possibly adopt it every two years. Good responsible construction. Motion to approve by Tanner Krause, second by Kason Menges, all in favor.
c. Consider and approve the Town’s adoption of the Grimes County 2024 Hazard Mitigation Plan. (David Lilly, Grimes County Emergency Management Services Coordinator present) David Lilly to present. Ask to adopt 2024 hazard mitigation plan. Would like to adopt before FEMA so that when they approve everyone is all in favor. It is a five-year plan. Focused on the type of hazards the county is likely to experience. Mitigation measures for each hazard. Once adopted and approved it will be effective on that date. Then at that time it allows for applications for grants. Pandemic slowed the plans. Conditional adoption, approving conditional that FEMA approves it. Plantersville and Navasota have completed. Todd mission will complete in their next meeting, Iola and Bedias will be putting on their agendas. All entities identified hazards from history. Example if there is a hurricane, how often it occurs before, then likelihood of happening again. Motion to approve town adoption of plan contingent upon approval by FEMA by Kason Menges, second by Bessie White, all in favor.
d. Consider and approve authorization to issue requests for proposal for administrative services (RFP) and requests for qualifications for engineering services (RFQ) for grant pre-application (Phase I), application (Phase II), and implementation services for Texas Community Development Grant Program for 2025/2026 Community Development Fund (and all eligible activities per the application guidance) as administered by the Texas Department of Agriculture. Audits held up at this time. Priorities are sewage, water, wastewater, and mitigation issues. Motion to approve by Kason Menges, second by Tanner Krause, all in favor.
e. Consider and approve the addition of William Borski and Harold Minor as bank signatories, and remove Darryl Alford and Kason Menges as signatories, on all accounts held at First National Bank – Anderson for the Town of Anderson. f. Consider and approve the creation of a new checking account entitled Wastewater TDA at First National Bank – Anderson for use of funds received from the CDV23-0078 grant from TDA. Motion to approve by Kason Menges, second by Bessie White, all in favor.
g. Discussion and possible action to provide support, supplies, funding, and/or manpower to upcoming events in Anderson including Juneteenth, Freedom Festival, and Founder’s Day. Juneteenth needs from town the TxDot road closure approved. Freedom festival request for porta potties approve to spend $300 on porta potties and hand washing station. Would like the Town of Anderson to stand at table with popsicles and have a presence there. Spend for this event up to five hundred for porta and supplies. Approved by Council. First week in August will be the 200-year anniversary founding of area. Fanthorp doing event that day giving fake land grants. The Town of Anderson would consider putting together something in the American Legion Hall building. Make a proclamation for this event.
10. Around Town David Tullus interested in development review group. Tanner Krause may get involved for representation. Bar A BBQ top twenty-five new BBQ joints in Texas. Would like the possibility of them coming to the Town of Anderson.
11. Discussion of agenda items for the next scheduled meeting. Trees to be cut down around town. Scheduling budget workshop. Options for aerator and blower generator. Replace three tables in the Hall and use in the town function fund. Throw out old ones. Executive session next month.
