The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, February 14, 2013. Present were Mayor Gail Sowell, Alderwomen Erna Freeman, Karen McDuffie-Melton and Carol Debose; Aldermen Tom Johanson, Joe Boudreaux and Attorney Angela Collier Seager.
Guests in attendance for the meeting were Cindy Bell, Chester Finke, Rebecca Duff,
Kyle Childress, Ken Sanders and Robin Montgomery.
The meeting was called to order at 7:00 p.m.
Robin Montgomery, of Texas Center for Regional Studies, spoke on behalf of the
Texas Legacy Fest- commemorating the 200th anniversary of the Republic of Texas. This event is set for April 12 & 13, 2013 at the Lone Star Monument and Historical Flag Park in Conroe, TX. Mr. Montgomery handed out brochures and requested that the Town of Anderson take part in the event.
Mayor Sowell asked that minutes from the regular meeting held on Thurs., Jan. 10, 2013 be approved. Alderman Joe Boudreaux made a motion to accept the minutes as presented. Alderwoman Freeman seconded the motion. All members present approved the motion.
Mayor Sowell reminded members that two council members and a mayor’s position would be on this year’s election ballot in May. Council members Tom Johanson, Carol Love DeBose and Mayor Sowell are scheduled for re-election to two-year terms. Alderwoman Freeman made a motion to call for the election (Ordinance 93-13). She also included in her motion that it would be handled, as required, by law, to contract with the local school district. Alderman Joe Boudreaux seconded the motion. The motion was approved by all members.
Mayor Sowell presented a Joint Election Agreement between the Town of Anderson and Anderson-Shiro CISD. Erna Freeman made the motion to accept the agreement and Joe Boudreaux seconded the motion. All members present approved the motion.
Elections Administrator Rebecca Duff presented a contract between the Town of Anderson and her office as presented in the past. Ms. Duff went over the contract giving the town various options in handling the election and reducing the cost slightly.
Alderwoman Freeman made a motion to accept the contract which included changes in order to reduce the total expense of the election. Alderman Joe Boudreaux seconded the motion; all members present voted in favor of the motion.
Mayor Sowell asked members if they wished to be a sponsor for the Grimes County Relay for Life for 2013 like the town did in 2012. The event will be held at the County Fairgrounds in Navasota on May 10 and 11. Alderman Joe Boudreaux made a motion that the Town of Anderson sponsors this event in the amount of $500.00. Alderwoman Freeman seconded the motion, all members voted in favor of the motion.
Mayor Sowell asked members to consider/approve payment of all accounts currently due and payable. Alderman Johanson made a motion to pay the bills, Alderwoman Erna Freeman seconded the motion. All members present voted in favor of the motion.
Alderman Boudreaux reminded members that a specific date was needed for the Town cleanup. The date decided upon was Saturday, April 20, 2013.
The public meeting was closed at 7:40 p.m.
A closed meeting began at 7:45 p.m. and closed at 8:20 p.m.
The Mayor opened the public meeting again at 8:22 p.m.
City Attorney Angela Collier Seager advised the public that a decision had been made regarding the bids received for the demolition of the condemned Peavy property. The town accepted the lowest bid presented by Johnny Wesley of Navasota.
Angela said Judge McCaig was to sign the necessary warrant within the next two weeks.
The meeting was concluded at 8:27 p.m.
