Members Present: Gail Sowell, Mayor; Alderwomen: Erna Freeman, Carol DeBose, Karen McDuffie; Aldermen: Tom Johanson, Joe Boudreaux
Anderson Attorney Present: Michael R. Casaretto
Visitors Present: Cindy Bell, Ricky Wehmeyer
There was a quorum thus a public open meeting was called to order at 7:02 P.M. by Mayor Gail Sowell. Pledges were recited and Tom Johanson spoke the invocation.
Remarks of visitors:
Cindy Bell reported that there is a Chamber of Commerce mixer scheduled for March 24, 2016 from 5:30- 7:30 P.M. at Maggie’s Loft. She stated it could be a joint effort with the city. The board will place it on the agenda and discuss the towns involvement at our next regularly scheduled meeting in March.
Minutes of previous meeting held on Thursday, January 14, 2016 were read by each board member present. A motion was made by Joe Boudreaux to approve the minutes as written. The motion was seconded by Erna Freeman. All approved, motion carried.
Joe Boudreaux made a motion to approve adoption of Ordinance #112-16 calling an election to be held in the Town of Anderson on Saturday, May 7, 2016 for the purpose of electing of the following positions: three 2 year terms for Alderman positions. Erna Freeman seconded the motion. All approved, motion carried.
Joe Boudreaux made a motion to approve a joint election agreement between the Town of Anderson and the Anderson-Shiro Consolidated Independent School District . Erna Freeman seconded the motion. All approved, motion carried.
Joe Boudreaux made a motion to approve an agreement between the Town of Anderson and the County of Grimes authorizing the Election Administrator, Rebecca Duff, to conduct the election on May 7, 2016. Carol DeBose seconded the motion. All approved, motion carried.
Ricky Wehmeyer gave a quarterly report on the sewer system stating everything is running well. The pending sub-division was discussed in regards to fire hydrate protection. Ricky stated that wouldn’t be an issue, it could be done. The board requested that the Anderson Water Company inform the board of new taps before they are tapped into the sewer system. Michael Casaretto will revise the current form used to include commercial taps as well.
Carol DeBose made a motion to table item # 8, discuss approve contract for Town Hall rental, until next meeting. Joe Boudreaux seconded the motion. Discussion was to form a committee to revise the lease agreement. The committee consists of Tom Johanson, Erna Freeman, Mayor Sowell and Mary Bostelman. Joe seconded the motion. All approve, motion carried.
Erna Freeman made a motion to make April 30, 2016 between the hours of 9:00 A.M. – 5:00 P.M. Anderson’s Clean-up day. Karen McDuffie seconded the motion. The board discussed the details of the day with the following results: Karen McDuffie will go door to door with a flyer and safety ordinances. The sewer plant will be manned by Tom Johanson all day long. There will be a dump trailer in town. The diversion crew will be requested to help if possible. Letters will be sent to those residential and commercial properties that are in violation of the safety ordinances. No limbs and no trash will be accepted. Those remaining in violation and not in compliance will be fined and will be summoned to court. All approve motion carried.
Joe Boudreaux made a motion to pay bills currently due as presented. Carol DeBose seconded the motion. All approved, motion carried.
Mayor Sowell thanked those who attended the Chamber banquet. Mayor Sowell also thanked those who came to the Ribbon-Cutting ceremony for the Subway restaurant. Michael Casaretto reported that the Town has the deed for the new Town Hall, former American Legion building, however an issue came up with a minor procedure that the American Legion should have followed. They are working on resolving the issue and may have to do another deed. Michael will keep us informed on that issue. Michael also reported that he has been working on the annexation paperwork and would be ready at our next meeting to finalize. Michael also reported that the hay that was baled at the sewer plant is probably not usable for the estray horses. The county has its own program. Erna Freeman wanted input from the board as to what they are expecting to do in regards to upgrading the Town Hall building. Suggestions were given and Joe Boudreaux will get with inspectors and report back to the board with their findings.
