BOARD OF ALDERMEN

March 16, 2006

The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, March 16, 2006. Mayor Gail Sowell, Attorney Lovett Boggess, Alderwoman Erna Freeman, Aldermen David Heyman, Tom Johanson and Ernest Henderson were present; Alderman Bill Robinett was absent.

The meeting was called to order at 7:00 p.m.

Guests present at the meeting included Mrs. Cindy Bell and Mrs. Maurine Wehmeyer.

Grimes Co. Road & Bridge Engineer Robert Lys was scheduled to meet with the Board of Aldermen to discuss road issues and RAP material. He was unable to attend. He has been re-scheduled for the April 13th meeting.

Mayor Sowell presented a report from Anderson Water Co. listing the average water consumption during December 2005, January and February 2006 of each business and home in town. After review of report, motion was made by Alderwoman Erna Freeman to formally adopt the current rate for the period from March 2006 through February 2007; Alderman Tom Johanson seconded the motion. All members present voted in favor of the motion.

The Mayor asked that minutes from the regular meeting held on Thurs., February 9, 2006 be considered/approved. Alderwoman Erna Freeman made a motion to approve the minutes as presented; Alderman Ernest Henderson seconded the motion. The motion carried.

Mayor Sowell asked the members to approve Resolution 36-06 which provides for at least one e-Slate Electronic voting system unit in each polling place in every polling location used to conduct any election ordered on or after January 1, 2006. Alderman Tom Johanson made a motion to accept this resolution; Alderwoman Erna Freeman seconded the motion. All members present voted in favor of the motion.

Mayor Sowell presented Ordinance No. 51-06 for the Board of Aldermen to approve. This Ordinance states that a burn ban shall be in effect in the Town of Anderson at any time the Commissioner’s Court of Grimes Co. initiates a burn ban for Grimes Co. After some discussion Alderman Tom Johanson made a motion to accept the Ordinance; Alderman Ernest Henderson seconded the motion; all members present voted in favor of the motion.

Alderman Tom Johanson moved that all invoices currently due and payable be ordered paid. Alderwoman Erna Freeman seconded the motion. All members present voted in favor of the motion.

Mayor Sowell updated the board members about on-going projects in and around town. Items discussed were the Borski Storage Buildings on Hill Street; someday opening the rest of Hill St.; and sewer problems at the jail.

Mayor Sowell and Attorney Lovett Boggess discussed the need for all members of the Board of Alderman to either attend a program or view a tape regarding the changes to the Open Meetings/Open Records Program. More information will be provided shortly.

The meeting was adjourned at 7.22 p.m.
