There was a quorum thus a public open meeting was called to order at 7:00 P.M. by Mayor Gail Sowell. The Pledge of Allegiance and the Texas Allegiance were recited and invocation was given by Tom Johanson.
Remarks of visitors:
Cindy Bell spoke on the upcoming Chamber sponsored event, Discover Grimes Co. Expo, being held on April 21, 2015, 4:30-7:30 PM and that there are still spaces available for small business to set up displays.
Jessica Hassell introduced herself as a candidate for the upcoming school board election, position 4.
Ron Whinery stated he has an issue with his neighbor’s loud music, noise and asked if anything could be done concerning this problem.
Ronnie Floyd, Robert Smith, Phillip Burns, David Tullos, Martha Lewis and Dennis Hughes all stated their views as to why they were against the 249 Toll Road. Hon. Ben Leman stated his views as to why he as County Judge is in favor of the road even though it is a Toll Road.
Comments were listened to by the board and Town attorney Michael Casaretto will look into Mr. Ron Whinery’s issue.

Open Session re-opened: 7:50 P.M.
Minutes of previous meeting held on 2-12-15 were read by each board member present. A motion was made by Joe Boudreaux to approve the minutes as written. The motion was seconded by Tom Johanson. All approved, motion carried.
Joe Boudreaux raised an objection to consider rescinding the original Resolution # 61-15 passed on 2-12-15. Three (3) aldermen agreed to the objection and one (1) abstained.
Erna Freeman made a motion to accept the report prepared by Anderson Water Company listing average water consumption during Dec. 2014, Jan. 2015, and Feb. 2015 of each business and home in Anderson and to keep the same rate for sewer services for the period March 2015 through February 2016. Tom Johanson seconded the motion. All approved, motion passed.
Erna Freeman made a motion to approve Resolution # 62-15 declaring unopposed candidates for the three vacant un-numbered positions elected. Joe Boudreaux seconded the motion. All approved, motion carried.
Joe Boudreaux made a motion to establish secretary, Mary Bostelman, as a Notary Public. Carol DeBose seconded the motion. All approve, motion carried.
Tom Johanson made a motion to pay bills currently due as presented. Joe Boudreaux seconded the motion. All approved, motion carried.
Mayor Gail Sowell updated the board on several items. Master Gardener’s letter was discussed and Erna Freeman requested that the discussion be tabled until a later date. Mayor Gail reported that there has been no word on the progress of the recycle bin this month. The Anderson “Clean-Up” day is scheduled for April 18, 2015 and Karen McDuffie and Mayor Sowell will get flyers ready to be distributed. Erna Freeman suggested that the area churches as well as the diversion crew be contacted for help and involvement. The Community Easter Egg hunt is scheduled for April 4, 2015, 10:00 A.M. until Noon at the old football field. Joe Boudreaux and Erna Freeman updated the board on the CETA board meeting and morning brew.
