Visitors Present: Cindy Bell, Harry Walker, David Tullos, Harold Minor, Brett Mize
There was a quorum thus a public open meeting was called to order at 7:05 P.M. by Mayor Gail Sowell.
Pledges were recited. Carol DeBose gave the invocation.
Remarks of visitors:
Cindy Bell comment on how well Clean-Up Day went. She felt more people participated then in years past. Mayor Sowell comment on Clean Up Days success and how Karen McDuffie did a wonderful job organizing the event. The Daughters of the American Revolution appreciated the use of the hall for their luncheon. Cindy Bell stated the monument ceremony went well also.
Agenda Items:
David Tullos from Grimes County 391 Commission discussed activities in Waller County 391 Commission and their efforts to stop the high-speed rail. He feels that with the newly organized incorporation of Plantersville and efforts of Waller County 391 Commission it will be a good time to re-start Grimes County 391 Commission. He asked to come back in June to set up dated for an area workshop.
Harry Walker from Grimes County Road & Bridges reviewed the quote he submitted for repairs to a few streets in Anderson. He discussed repairs not widening or replacing culverts. The quote did not included road by the annex on Buffington as the county would take care of that. Joe Boudreaux asked about widening Hill Street and getting the school district to pay for their portion since it is used for drop-off and pickup.
Ricky Bernard from Anderson Water Company did not attend. He sent a report that was not what the council needed. Joe Boudreaux asked what they attributed the water loss to. Brett Mize commented that he has asked to get a water leak repair and was not happy with the response he received from Anderson Water Company. Brett also complained that there has been an unusual amount of chlorine in the water. Erna Freeman brought up that the report was not the same as the past years reports and the council is unable to make an adjust based on these reports. Michael Casaretto will send Ricky Wehmeyer a letter asking that he attend the next meeting. Carol DeBose made a motion to table this item until next month. Erna Freeman seconded the motion. All approved, the motion carried.
Minutes of previous meeting held on Thursday, March 14, 2017, were read by each board member present. Joe Boudreaux made a motion to approve the minutes as written. Erna Freeman seconded the motion. All approved, motion carried.
Michael Casaretto explained the Public Utility Commission access line increase. Erna Freeman made a motion to accept the rate increase. Joe Boudreaux seconded the motion. All approved. the motion carried.
Discussion was made regarding a Keep Anderson Beautiful program. In Karen’s absences, Cindy Olivieri explained the program and need to get some residents involved in a committee. Mayor Sowell asked to get with Karen Lee who is in charge of Keep Grimes County Beautiful to include them. Erna Freeman made a motion to move forward. Joe Boudreaux seconded the motion. All approved. the motion carried.
Erna Freeman made a motion to approve the second reading for the Building Codes. Carol DeBose seconded the motion. All approved. the motion carried.
Erna Freeman asked Cindy Olivieri to research and add to the agenda next month purchasing tablets for council members.
Item #7 – Erna Freeman asked Michael Casaretto to send letters out to all on the list for mowing. Joe Boudreaux asked to include tires in the mowing list. Michael suggested the ones with no tax balance should go first as there are fewer hurdles. Mayor Sowell asked Carol DeBose to head the group to decide which addresses we should tackle each month. Carol Debose and Cindy Olivieri will work together with Michael Casaretto to send letters each month.
Mayor Sowell asked for approval for paying bills. Erna Freeman made the motion and Joe Boudreaux seconded the motion. All approved, motion carried.
