Meeting Minutes Of The Town of Anderson, Texas
April 10, 2014

Members Present: Gail Sowell, Mayor; Erna Freeman, Mayor Pro-Tem; Alderwomen: Carol DeBose, Karen McDuffie; Aldermen: Joe Boudreaux, Tom Johanson

Anderson Attorney Present: Angela Collier Seager

Visitors Present: Chester Finke, Cindy Bell, Ken Sanders, Leslie Shipman,Stacey Osborne, Felisha Green-Love, alias Bryant, Farrelyn Lyn, Trina Brooks, Kyle Kelly, Calvin, Curift, Todd Reeves, Daphne Milton, Chris Collier, Marcell Wharton, Shanterrica Ellis, Reggie Washington.

There was a quorum thus a public open meeting was called to order at 7:00 P.M. by Mayor Gail Sowell. The Pledge of Allegiance and the Texas Allegiance were recited. Invocation by Tom Johanson.

Remarks of visitors:

Cindy Bell reminded council of the April 26, 2014 gathering of the group from Houston. Cindy will e-mail Mayor Gail to put in the news column. She also reminded council that the community Easter egg hunt is scheduled for Sat. 10:00- 12:00 noon. No action needed by the board.

Minutes of previous meeting held on March 13, 2014 were read by each board member present. A motion was made by Joe Boudreaux to approve the minutes as written. The motion was seconded by Tom Johanson. All approved, motion carried.

Erna Freeman motioned to approve the second reading of the Amendment to the Mowing Ordinance #95-13. Joe Boudreaux seconded the motion. All approved, motion carried.

Tom Johanson made a motion to approve the request from the Steel Heels Women Motorcycle Club declaring May as Motorcycle Safety Awareness Month. Erna Freeman seconded the motion. All approved, motion carried. Mayor Gail Sowell read and presented a Proclamation declaring May as so, to the club president.

Leslie Shipman presented a letter to the Town of Anderson and council members concerning the opening of Pecan Street, (letter attached). Mr. Shipman stated that he spoke with Mr. John Fultz and Leslie informed us that Mr. Fultz stated that the city of Anderson needs to bring this issue to the county. Mr. Shipman assured us that he is not building a subdivision however; he needs access to his property so he can sell it. He stated five lots are available through Pecan Street. Mr. Shipman was informed that the council could not use the town’s money for the sole purpose of one individual by opening Pecan Street for him and the town is not obligated to do so. He was also informed that we cannot move forward with his request. Town attorney, Angela Collier Seager, will call Mr. John Fultz to clear this matter up and report back the council at the next regular meeting.

Ms. Stacey Ford Osborne from Central East Texas Alliance (CETA) was on hand to give information to the town on the organization CETA. She stated this organization was an economic development support group and the City of Navasota, Grimes County, Madison County, and Cold Spring Chamber of Commerce, just to name a few, have joined. She stated growth is coming and coming together as a region you can accomplish much more than just one entity. The CETA has invited 10 counties and the fee as a founding member would be $200.00. The cut off for founding membership is May 2014. A motion was made by Erna Freeman to table this issue until next meeting on May 8, 2014. Joe Boudreaux seconded the motion. All approved, motion carried.

Attorney, Angela Collier Seager, gave an update on Mr. Billy Bean’s letter/invoice to be sent to him. She stated the lien is drafted and we just need it recorded after 30 days of letter/invoice being sent to Mr. Bean.

Joe Bourdeaux made a motion to pay bills as presented. Tom Johanson seconded the motion. All approved, motion carried.

Mayor Sowell gave an update on the town clean-up that was not held as of yet. Suggestions were made by board members and a tentative date of June 14, 2014 between the hours of 8:00-12:00 noon. A suggestion was made to send a second letter to only the nuisance properties in town whom are not in compliance. No action was taken, tabled until next meeting.

Mary Bostelman stated the website is close to being finished and we need to send some historic pictures along with photographs of a few board members.

There was no closed session.

Next scheduled meeting: May 8, 2014 @ 7:00 P.M.

Regular session was adjourned at 8:10 P.M.
