MINUTES OF SPECIAL MEETING
BOARD OF ALDERMEN

The Board of Aldermen of the Town of Anderson met in a special session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, April 28, 2011. Mayor Gail Sowell, Aldermen Daryl Alford, Joe Boudreaux, Alderwomen Erna Freeman and Carol DeBose, Attorney DeMille, and his assistant, Angela Davis, were also present. Alderman Tom Johanson was absent.
The meeting was called to order at 7:00 p.m.
Guests present at the meeting included Cindy Bell, Chester Finke, John Freeman, Margie Powell, Joe Gust and Marcus Mallard.
Mr. Billy Bean and his attorney, Matthew Doss, were present to discuss a more specific plan/timeline for the first 100 days beginning May 1, 2011 for the repair/restoration of the Bradley House property involved in condemnation proceedings. They also presented a Rule 11 Agreement and after some discussion, a few changes were made in the wording to clarify things set out. Alderwoman Freeman made a motion to accept the proposal as presented, with changes addressed and approved by city’s attorney. Alderman Alford seconded the motion; motion carried with 3 approvals (Freeman, Alford and DeBose) and 1 opposed (Joe Boudreaux).
Mayor Sowell discussed the 1,000 cu. yds. of RAP material from TxDOT and the city’s need to decide how to handle the suggestions presented by the county. The county has offered a 50/50 split (they would haul the material and add the oil to the material if we gave them 500 cu. yds.) Alderwoman Freeman made a motion to accept the 50/50 split presented by the county. Alderman Alford seconded the motion, all members present voted in favor of the motion.
Also discussed were street lights. Mayor Sowell checked into the SECO funding and found out that funding could not be used to purchase additional ones.
Attorney Angela Davis said she did not have an update on the Peavy matter at this time. She will continue to search for ways around a full heirship search. Mayor Sowell suggested checking with TML.
The next regular meeting of the Board will be May 12, 2011.
Two bills were paid and the meeting was adjourned at 7:35 p.m.
