The Town of Anderson, Texas

Members Present: Gail Sowell, Mayor; Alderwomen: Erna Freeman, Carol DeBose, Karen McDuffie; Aldermen: Joe Boudreaux; Harold Minor
Anderson Attorney Present: Michael R. Casaretto
Visitors Present: Cindy Bell, Brett Mize, Geoff Horn, Julie Horn
There was a quorum thus a public open meeting was called to order at 5:30 P.M. by Mayor Gail Sowell.
Pledges were recited. Carol DeBose gave the invocation.
Remarks of visitors:
Brett Mize commented on building sizes and offered his input when needed.
Agenda Items:
Mayor Sowell asked the town attorney to explain the paving project’s interlocal agreement. Michael Casaretto reviewed the interlocal agreement for paving with council and expressed how even handed it had been written. The Town of Anderson would put together a bid package and approve the bids. The interlocal asked for a spokesperson and Joe Boudreaux volunteered since he has been working with Harry Walker of Grimes County Road and Bridge. Carol DeBose made motion to accept the interlocal agreement and for Joe Boudreaux to be the spokesperson for the town and Erna Freeman seconded the motion. All approved; the motion passed.
Mayor Sowell asked the town attorney to explain the descriptions and certification needed to hire an inspector/code enforcement officer. Michael Casaretto explained that the bid package has been put together to send out to the newspaper regarding hiring a building inspector with a t-close certification. The job would be posted with the Navasota Examiner, Eagle, on the town’s website and on Texas Commission on Fire Protection (http://www.tcfp.texas.gov/) website. Joe Boudreaux made a motion to post the position. Erna Freeman seconded it. Questions were asked about pay and Michael Casaretto explained it would be open. Karen McDuffie opposed. All others approved; motion passed.
Joe Boudreaux made motion to amend Ordinance 119-17 to incorporate the Uniform Plumbing Code 2015 and the National Mechanical Code 2014. Carol DeBose seconded the motion. Questions were asked about the purpose of including these codes and it was explained that they were to protect our current septic system from further damage and repair. All approved; motion carried.
Erna Freeman made a motion to amend the Ordinances 113-16 & 119-17 to place a temporary moratorium on our structures and manufactured homes that are coming in the Town of Anderson until an inspector is in place and under contract. Joe Boudreaux seconded the motion. Discussion was made regarding time frame. Joe Boudreaux explained that it would only be until the inspector is hired and in place and used recent town resident’s experience of taking 5-6 months to correct the problem. Karen McDuffie opposed. All others approved; motion passed; motion passed.
