The Town of Anderson, Texas
July 10, 2014
Members Present: Gail Sowell, Mayor; Erna Freeman, Mayor Pro-Tem; Alderwomen: Carol DeBose, Karen McDuffie; Aldermen: Joe Boudreaux, Tom Johanson

Visitors Present: Cindy Bell, Chester Finke, Christy Smith, Kermit Bostelman, Karrie Cooper, Brett Mize
There was a quorum thus a public open meeting was called to order at 7:03 P.M. by Mayor Gail Sowell. The Pledge of Allegiance and the Texas Allegiance were recited.Invocation: Tom Johanson.
Remarks of visitors:
Cindy Bell and Christy Smith both addressed the board with encouraging words about the town of Anderson. No action by the board was needed.
Karrie Cooper presented a written request for her whole property to be annexed into the city limits of Anderson. She is planning on building a possible RV Park, Laundromat, and/or Warehouses to be started on her 12 acre lot which is already partially within the city limits. The Board accepted her annexation request letter dated 7-14-2014 and will act as necessary on the proper procedure of an annexation request.
Minutes of previous meeting held on June 12, 2014 were read by each board member present. A motion was made by Erna Freeman to approve the minutes as written with the correction to the town’s clean-up date which was 6-12-14. Joe Boudreaux seconded the motion. All approved, motion carried.
Motion was made by Joe Boudreaux to accept the resignation of Town Attorney Angela Seager upon the completion or transfer of any works in progress to the Town’s new attorney when hired with this being her last official meeting. The motion was seconded by Erna Freeman. All approved, motion carried.
The board tabled the first reading of the amendment to the existing Junk Vehicle Ordinance.
A motion was made by Erna Freeman to pay bills as presented. Carol DeBose seconded the motion. All approved, motion carried.
Updates and reports: Mayor Sowell spoke with the Bank of Anderson in regards to security pledges. We now have one security for one million dollars instead of five smaller ones for the checking accounts. Mayor Sowell also informed the Board that Mr. Randy Krueger would like a letter stating who from the board will be serving on the 391 Commission. Tom Johanson was elected last month to be the 391 Commission representative for the Town of Anderson and confirmed that position this month. Mayor Sowell will send Mr. Krueger a letter stating so.
Mary Bostelman presented a design for consideration to be the new logo of the town of Anderson to be used as our seal and on official letterhead. Karen McDuffie so moved to accept the design as our town logo/seal. Carol DeBose seconded the motion. All approved, motion passed.
Joe Boudreaux made a motion to file a lien on Mr. Billy Bean’s property for the remaining balance on Mr. Bean’s invoice of the cost for the condemnation and clean-up expenses that the town of Anderson acquired. Tom Johanson seconded the motion. All approved, motion carried. Erna Freeman will file the lien. Billy Bean will be sent a copy of the lien as well.
Joe Boudreaux and Erna Freeman did not get a chance to talk with Mr. Bill Sullivan about overdue taxes on properties within the town’s boundaries for this meeting. They are planning to report at the next scheduled meeting.
Carol DeBose informed the Board that she made several phone calls regarding nuisance properties. Mayor Sowell will compose a letter regarding nuisance and unsafe properties to be mailed to those residents that present a reason requiring a notice to clean-up their property due to obvious health and safety issues.
Mayor Sowell reported the CETA website is up and running and the next morning brew is scheduled on July 30, 2014.
Entered into closed session at 8:17 P.M. to discuss and receive advice from attorney on legal matters.
Regular session re-opened: 8:28 P.M. No action needed on closed session discussion.
Next regular session town meeting is scheduled for August 14, 2014.
