The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, July 14, 2005. Present were Mayor Gail Sowell, Alderwoman Erna Freeman, Aldermen David Heyman, Bill Robinett, Tom Johanson and Attorney Lovett Boggess. Alderman Ernest Henderson was absent.

The meeting was called to order at 7:00 p.m.

Guests present at the meeting were Cindy Bell, Tony Pavlock and Bobby Lys.

County Engineer Bobby Lys presented a formal bid covering road repairs in the town of Anderson. This bid was based on the discussion between Mr. Lys and Mayor Sowell. The proposal presented to the council indicated that there would be approximately 235 yards of RAP remaining after the work was completed. Mr. Lys suggested establishing a permanent area for storage of the surplus. After a discussion, Mayor Sowell and members of the council agreed to add another area to the proposal—using the remaining RAP provided by the state for this purpose. In addition to the repairs outlined in the proposal, Mr. Lys indicated that Grimes Co. Road and Bridge will blade all gravel roads within the town limits twice a year—once in the spring and once in the fall. Alderman Bill Robinett made a motion to accept the proposal as presented with the additions. Alderwoman Erna Freeman seconded the motion; all members present agreed with the motion. Mayor Sowell advised Mr. Lys that she would contact him with a definite site for using the balance of the RAP as soon as possible.

The Mayor asked that minutes from the regular meeting held on June 16, 2005 be considered/approved. Alderwoman Erna Freeman made a motion to accept the minutes as presented; Alderman David Heyman seconded the motion. All members present were in agreement with the motion.

After meeting with Ronnie Hale of Entergy, Mayor Sowell presented a list of 7 areas where she proposes streetlights be installed within the business area of town. The operational cost to the town will be $7 per light, or approximately $49.00 per month. Alderman Tom Johanson made a motion to accept the list provided for streetlights. Alderwoman Erna Freeman seconded the motion. All members present voted in favor of the motion.

Alderwoman Erna Freeman moved that all invoices currently due and payable be ordered paid. Alderman Bill Robinett seconded the motion; all members present voted in favor of the motion.

Rickey Wehmeyer of Anderson Water Co. advised Mayor Sowell that there was a problem with a capacitor at the high school site. He had contacted Hahn who would check it out and advise. Mr. Wehmeyer also suggested the town employ someone for regular maintenance around the ponds at the treatment plant. Council agreed that Mayor Sowell had authority to secure someone to handle this maintenance, as well as cleaning ditches in and around town, and other miscellaneous upkeep required during the summer growing season.
