The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 6:50 p.m. Thursday, August 11, 2011. Present were Mayor Gail Sowell, Alderwomen Erna Freeman and Carol DeBose, Aldermen Tom Johanson, Joe Boudreaux, Daryl Alford, former city attorney John DeMille and his assistant Angela Davis.
The meeting was called to order at 6:50 p.m.
Guests present at the meeting were Cindy Bell, Chester Finke, Clint Capps, Julie Wehmeyer and Billy Bean.
Paul Turney representing the Brazos Valley HOME Consortium spoke to the members and asked for their approval of a renewal of our inter-local agreement for another 3 year term. Motion to renew the agreement was made by Alderman Tom Johanson and was seconded by Alderwoman Erna Freeman. All members present voted in favor of the motion.
Mayor Sowell asked members to accept the resignation of City Attorney John DeMille and approve the appointment of Angela Collier Davis as his replacement. Alderwoman Erna Freeman made a motion to accept Mr. DeMille’s resignation and appoint Angela Collier Davis as the new City Attorney. Alderman Daryl Alford seconded the motion; all members present voted in favor.
Mayor Sowell asked Julie Wehmeyer of the Anderson Water Co. Inc. to be present to discuss a pending addendum to the present contract between the Town of Anderson and Anderson Water Co. Inc. She stated that TCEQ regulates “turn-ons” and has to be done within 24 hours on existing meters. She suggested that the city establish an ordinance covering all new residential and/or commercial sewer requests. After a discussion of the information to be requested of new applicants, etc. Alderwoman Freeman made a motion to establish such an ordinance; her motion was seconded by Alderman Joe Boudreaux and approved by members present.
Mayor Sowell provided information supplied by Bill Sullivan relating to the 2011-2012 tax rate per $100 of taxable property, the time frame for publication of required notices, date for publishing notice of date, time, etc. for budget hearing and adoption, and a brief review of current financial information. Alderwoman Freeman moved that the city of Anderson propose to adopt a tax rate of $ 0.2079 for the tax year 2011 and hold a meeting on September 22, 2011 at 7:00 p.m. in the American Legion Hall to consider adoption of that tax rate. Alderman Boudreaux seconded the motion; all members voted in favor of the motion. Mayor Sowell will provide this information to Mr. Sullivan to publish in the newspaper.
Alderwoman Freeman made a motion to approve using the Grimes Co. Appraisal Dist. to collect the taxes. Alderman Joe Bordeaux seconded the motion; all members present voted in favor.
Mayor Sowell advised members that the September meeting would be moved to Sept. 22 to prepare for the budget and tax hearing.
Mayor Sowell asked Attorney Davis to provide an update regarding the properties of Billy Bean and J. W. Peavy. She indicated that she is updating all records. She has mailed a copy of Mr. Bean’s latest status update to Mr. Malek. Attorney Davis indicated that the city attorney of Navasota advised there was a new Supreme Court case/law on condemnations; she will check into it and get back with us.
Alderman Daryl Alford made a motion to pay all bills due and payable. Alderman Joe Boudreaux seconded the motion. All members present voted in favor of the motion.
