The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, August 13, 2009. Present were Mayor Gail Sowell, Alderwoman Erna Freeman, Aldermen Tom Johanson, Daryl Alford, Joe Boudreaux, Ernest Henderson and City Attorney John DeMille.
The meeting was called to order at 7:00 p.m.
Guests present at the meeting were Cindy Bell, Tony Pavlock and Mrs. Mandy Alford with son Dagan.
The Mayor asked members present to approve the minutes from the regular meeting held on July 9, 2009. Motion to accept as presented was made by Alderwoman Freeman and seconded by Alderman Henderson. All members present voted in favor of the motion.
Mayor Sowell presented the Grimes Co. Appraisal District contract for tax appraisal and collection services for tax year 2009. Alderwoman Erna Freeman made a motion to continue to use their services and made a motion to accept the contract as presented; Alderman Joe Boudreaux seconded the motion. All members present voted in favor of the motion.
Mayor Sowell asked the Council to review the 2009-2010 tax issues for the Town of Anderson as prepared by Bill Sullivan, Chief Appraiser. Discussed were tax issues including the rate per $100 of taxable property, the time frame for publication of required notices, date for publishing notice of date, time, etc. for budget hearing and adoption, and a brief review of current financial information. A public hearing and formal acceptance of the tax will be adopted at the September meeting.
Mayor Sowell discussed the final annexation documents for Fanthorp Inn. City Attorney John DeMille advised that the formal ordinance, including all state regulations, would be presented at the September meeting.
Mayor Sowell asked members to read over proposed draft of nuisance ordinances. Attorney DeMille plans to have final draft finished by the September meeting.
Alderman Tom Johanson made a motion to pay all bills due and payable. Alderwoman Erna Freeman seconded the motion. All members present voted in favor of the motion.
Mayor Sowell spoke briefly of current projects and miscellaneous items of interest to the members including the city being wrongly sued for a situation that should be dealt with by the county.
