The Board of Aldermen of the Town of Anderson conducted a public hearing on the proposed budget for FY 2008-2009. In attendance were Mayor Gail Sowell, Aldermen David Heyman, Tom Johanson, Daryl Alford, Alderwoman Erna Freeman and Attorney Lovett Boggess. Absent was Alderman Ernest Henderson. The meeting was called to order at 7:00 p.m. Ms. Stanley reviewed the proposed budget for 2008-2009. There were no comments or questions. The meeting was closed at 7:04 p.m.
The Board of Aldermen then conducted a public hearing on the proposed tax rate for FY 2008-2009. The meeting was called to order at 7:05 p.m. The Board supported continuance of the established tax rate @ $.2055 per $100 of valuation. There were no comments or questions from the public. The meeting was concluded at 7:07 p.m.
The Board of Aldermen of the Town of Anderson then met in regular open session in the American Legion Building in Anderson, Texas, at 7:08 p.m., Thursday, September 18, 2008. The Mayor, Aldermen David Heyman, Tom Johanson, Daryl Alford, Alderwoman Erna Freeman, and Attorney Lovett Boggess were present. Absent was Alderman Ernest Henderson.
Council members reviewed the minutes from the June 19th and August 14th council meetings. Alderwoman Erna Freeman moved to approve the minutes as presented. Alderman Daryl Alford seconded the motion that carried unanimously.
After a review of the amended budget for 2007-2008, Council members approved the budget as presented. Due to Hurricane Ike, and the loss of electricity for the better part of a week, the standard format was unavailable. Alderwoman Erna Freeman made a motion to accept the figures as presented, with the official formal budget to be distributed at the October meeting. Alderman Tom Johanson seconded the motion. All members present approved the motion.
Mayor Sowell presented Ordinance No. 65-08 that adopts a tax rate for the Town of Anderson for FY 2008-2009. The rate will remain the same as was used in FY 2007-2008. Alderman David Heyman moved that property taxes be adopted at a tax rate of $0.2055. Alderwoman Erna Freeman seconded the motion. The motion was accepted unanimously.
Mayor Sowell presented Ordinance No. 66-08 that adopts all receipts and disbursements outlined in the budget prepared for the 2008-2009 fiscal year. Alderman Tom Johanson made a motion to accept the ordinance as presented. Alderman David Heyman seconded the motion that was adopted unanimously.
Mayor Sowell asked the Council to consider and approve a new 5-year Inter-local Agreement for Maintenance of Roads between Grimes County and the Town of Anderson. After review and discussion, Alderman Daryl Alford made a motion to accept the agreement as presented. Alderman Tom Johanson seconded the motion; all members present approved the motion.
Alderman Tom Johanson made a motion to pay all invoices currently due and payable.
Alderman David Heyman seconded the motion. All members present voted in favor of the motion.
