The Board of Aldermen of the Town of Anderson conducted a public hearing on the proposed budget for FY 2005-2006. The meeting was called to order at 7:00 p.m. Mrs. Stanley reviewed the budget and also reviewed the amended budget for FY 2004-05. The public hearing was concluded with no comments or questions from the public at 7:18 p.m.
The Board of Aldermen then conducted a public hearing on the proposed tax rate for FY 2005-2006. The meeting was called to order at 7:20 p.m. The Board supported continuance of the established tax rate at $.2055 per $100 valuation. There were no comments or questions from the public; the meeting was concluded at 7:25 p.m.
The Board of Aldermen of the Town of Anderson then met in regular open session in the American Legion Building in Anderson, Texas, at 7:26 p.m., Thursday, September 22, 2005. The Mayor, Aldermen David Heyman, Tom Johanson, Ernest Henderson and Alderwoman Erna Freeman were present. Absent were Alderman Bill Robinett and Attorney Lovett Boggess.
There were no guests present for this meeting.
Council members reviewed the minutes from the August 11, 2005 council meeting. Alderman David Heyman moved to approve the minutes. Alderman Tom Johanson seconded the motion that carried unanimously.
The council reviewed amendments to the budget for the current fiscal year 2004-2005. Motion was made by Alderman Tom Johanson to accept the amended budget as presented. Alderwoman Erna Freeman seconded the motion. All present approved the motion.
The council reviewed the budget presented for fiscal year 2005-2006. Alderwoman Erna Freeman made a motion to adopt the new budget by approving Ordinance No. 49-05. Alderman David Heyman seconded the motion that was unanimously approved.
Alderwoman Erna Freeman made the following statement “I move that property taxes be increased by the adoption of a tax rate of 0.2055.” This statement was in agreement with Ordinance No. 48-05 levying taxes for the support of the Town of Anderson, Texas. This ordinance established the rate of taxation and the percentage of actual value of the property to be used for, and during, the 2005 tax year; and providing for a lien on real and personal property to secure the payment of taxes assessed, repealing all ordinances, or part of ordinances conflicting herewith. Alderman Tom Johanson seconded the motion. Members voting “for” the motion were David Heyman, Ernest Henderson, Tom Johanson and Erna Freeman. No member voted “against” the motion.
Mayor Sowell presented Resolution No. 32-05 for consideration and approval by the Council members. This resolution was for adopting the National Incident Management System (NIMS) as a standard for incident management for the City of Anderson in the County of Grimes. Alderman Tom Johanson made a motion to adopt the resolution as presented. Alderman Ernest Henderson seconded the motion. All members present voted in favor of the motion.
Mayor Sowell advised the council members that Grimes County Deputy Norman Lofland had been rescheduled for the October meeting. Deputy Lofland was scheduled to address the council regarding nuisance abatement issues.
Alderman David Heyman made a motion to accept a donation to the town of Block 12, Lots 1-4 in the town of Anderson by Greta Fryxell and her sister. Alderwoman Erna Freeman seconded the motion, which carried unanimously.
Alderwoman Erna Freeman made a motion to pay all invoices and accounts currently due. Alderman David Heyman seconded the motion. Members present voted in favor of the motion.
Mayor Sowell gave an update of the month’s activities and projects within the town.
