Members Present: Gail Sowell, Mayor; Alderwomen: Erna Freeman, Carol DeBose, Karen McDuffie; Aldermen: Joe Boudreaux, Harold Minor
Anderson Attorney Present: Michael R. Casaretto
Visitors Present: Cindy Bell, William Smith, Mary Bostelman, Derek Darst, Blondie Carrell, Carnell Carrell, David Whitaker, Jessica Hurst
Called to order at 7:00 pm

Remarks of visitors:
Cindy Bell reminded everyone of the upcoming Chamber Banquet February 22, 2018. David Tullos asked council if they would continue its roll in opposing the high-speed rail. David Tullos asked if the council would make a written response in regards to the Draft Environmental Impact Statement (DEIS). Mayor Sowell asked Michael Casaretto to draft a response for the town.

Agenda Items:
Mayor Sowell asked council to review the minutes from the previous meetings. Erna Freeman made a motion to approve the minutes from December 14 & 18 and payment of the invoices. Joe reviewed the bills and seconded the motion. All approved: the motion carried.

Mayor Sowell stated that Ronnie Halle from Entergy could not be here tonight but explained that the new metering system will come into effect in 2019 however billing would begin soon for the new meters. Erna Freeman asked if Entergy would rebate its customers like other companies.

Mayor Sowell asked about the proposal for Anderson Market to run a conduit under Houston Street. Erna Freeman made a motion to approve the plans with the conditions to repair any damage to the street. Michael Casaretto asked that safety measures be put in place for crossing the street. Karen McDuffie seconded the motion; the motion carried. Michael Casaretto would draft a letter.

Mayor Sowell asked the council to consider renewing membership with CETA (Central East Texas Alliance). Joe Boudreaux made a motion to approve. Carol DeBose seconded the motion. All approved; the motion carried.

Erna Freeman made a motion to have VL Snider CPA do the audit for 2016-2017. Harold Minor seconded the motion. All approved; the motion carried.

No pending permits.

The pending Grant proposals for the 2014 DRE-GLO grant was discussed. Grantworks was the only administration company and we had three Engineering firms apply. Cindy Olivieri will get with Grantworks on Monday to discuss next steps.

Meeting went into closed session at 7:28 pm.
Adjourned 8:49 pm.

Erna Freeman made a motion for the Town Attorney to discuss with AWC attorney the items discussed in closed session. Letter to follow from Mayor Sowell to Rickey Wehmeyer. Harold Minor seconded. All approved; motion carried.

Meeting was adjourned at 8:52 pm.
