The Board of Aldermen of the Town of Anderson met in regular open session at 7:05 p.m. on Thursday, October 8, 2009 in the American Legion Building in Anderson, Texas. Members present included Aldermen Tom Johanson, Daryl Alford, Joe Boudreaux, Alderwoman Erna Freeman and Attorney John DeMille.
Guests present at this meeting included Gail Donahue of CVAP and Kyle Childress, Pastor, Anderson Baptist Church.
Mayor Sowell introduced Gail Donahue, representing Crimes Victims Assistance Program. She addressed the council asking for approval of a proclamation making October Domestic Violence Awareness Month. All members present voted to accept the proclamation.
Pastor Kyle Childress of Anderson Baptist Church was present to discuss with the Mayor and members of the Council the plans for “Trunk or Treat Night” on October 31. Cars will be parked along Main St. with trunks open and filled with candy, drinks, etc. for children. Alderman Daryl Alford made a motion to approve of the plan, Alderman Joe Boudreaux seconded the motion. All members present voted in favor of the program.
Mayor Sowell asked that minutes from the regular meeting held on Thursday, Sept. 17, 2009 be reviewed and approved. Alderman Joe Boudreaux made a motion to accept the minutes as presented. Alderman Daryl Alford seconded the motion; all members present voted in favor of the motion.
Mayor Sowell asked that Ms. Stanley discuss the official budgets for 2009-2010 and amended budgets for 2008-2009 that were approved at the September meeting from worksheets. Adjustments in charges from three vendors and the addition of a deposit made slight adjustments in balances for both the amended and opening balances for 2009-2010 budgets. Alderwoman Erna Freeman made a motion to accept the adjustments in both the amended and proposed budgets; Alderman Daryl Alford seconded the motion. All members present voted in favor of the motion.
Mayor Sowell advised the members that the legal wording on the annexation document for Fanthorp Inn is almost completed. A recent donation of land to the Fanthorp Inn was made by a local resident, who has since passed away. A letter is now being requested from her heir (a daughter) accepting a change in the legal description of the land deeded to the Inn. Mayor Sowell indicated that pending receipt of the letter, the Council will table the finalization of the annexation.
Mayor Sowell presented a list of nominees for positions in the Grimes County Appraisal District Board of Directors for a 2-year term. After discussion, a motion was made by Alderwoman Freeman to accept the names presented. Alderman Joe Boudreaux seconded the motion; all members present voted in favor of the motion.
Mayor Sowell asked for a motion to approve payment of all invoices and accounts currently due and payable. Alderman Tom Johanson made the motion; Alderwoman Erna Freeman seconded the motion, and all members present voted in favor.
Mayor Sowell updated the council on activities and projects. The decision to go with Mid-South Synergy or Entergy for the new lift station was tabled at the June, 2009 meeting. This item was taken off the table for discussion. A motion was made by Alderwoman Freeman and seconded by Alderman Alford to establish Entergy as our choice. All members voted in favor.
Meeting was adjourned at 8:13 p.m.
