The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, October 14, 2004. Mayor Gail Sowell, Alderman F. D. Calhoun, Alderman Tom Johanson, Alderman David Heyman, Alderwoman Erna Freeman and Attorney Lovett Boggess were present. Alderman Bill Robinett was absent.
The meeting was called to order at 7:00 p.m.
Misty Rabinowitz, a representative from the Brazos Valley Council of Governments, met with the Aldermen and guests to explain the Hazard Mitigation Plan for Brazos Valley. Under the Disaster Mitigation Act of 2000, the United States Federal Emergency Management Agency (FEMA) requires that local jurisdictions have in place a FEMA-approved Hazard Mitigation Action Plan as a condition of receipt of certain future Federal mitigation funding after November 1, 2004
Under Resolution 31-04 the Town of Anderson appoints Brazos Valley Council of Governments to assure that the Hazard Mitigation Plan be developed and presented to the Board of Aldermen for consideration. Motion was made by Alderman F.D. Calhoun, seconded by Alderman David Heyman and unanimously adopted.
Mayor Sowell presented Ordinance No. 46-04 to the Aldermen for their approval. This Ordinance approves the 2004 tax roll. Bill Sullivan, Chief Appraiser for the Grimes Co. Appraisal District presented pertinent information and offered to answer any questions with regard to the tax roll. Alderwoman Erna Freeman made a motion to approve the ordinance; Alderman F.D. Calhoun seconded the motion. All members present voted in favor of the motion.
Mr. Bobby Lys, Grimes County Road & Bridge Engineer, met with the Aldermen to discuss (and answer questions) regarding various road situations in the town. After discussing areas needing work, Mr. Lys will determine the cost of materials (recycled asphalt rather than an overlay) and provide this information to Mayor Sowell.
Mayor Sowell asked that minutes from the regular meeting held on Thursday, Sept. 16, 2004 be considered/approved. Alderwoman Erna Freeman made a motion to approve the minutes as presented; Alderman F. D. Calhoun seconded the motion. All members present voted in favor of the motion.
City Clerk, RoAnne Stanley, discussed minor adjustments made to the amended budget for the 2003-2004 year; as well as one $500 increase in a budgeted amount for 2004-2005. These adjustments had been discussed prior to the acceptance of the amended and new budgets at the September meeting.
Mayor Sowell presented a request from the Central Grimes County Volunteer Fire Department for a contribution. Inasmuch as this contribution had been considered and included in the budget for 2004-2005, no further approval was required.
Mayor Sowell advised all present that Historic Anderson, Inc. was asking for townspeople and others to join the group. After discussion, it was decided that anyone interested in assisting the group should join individually.
Mayor Sowell advised the Aldermen that she was required by law to attend a Public Funds Investment Law Workshop during her term in office. She requested approval of funds to send Ms. Stanley, City Clerk, and herself to the workshop being held in Austin January 27-28, 2005. Alderman David Heyman made a motion to release funds for this cause; Alderman F. D. Calhoun seconded the motion. All members present voted in favor of the motion.
Alderman Tom Johanson moved that payment of all invoices currently due and payable be ordered paid. Alderman David Heyman seconded the motion that was then adopted unanimously.
Mayor Sowell gave an update of the activities and projects that had been handled during the previous month.
