MINUTES OF MEETING
OF
BOARD OF ALDERMEN
THE TOWN OF ANDERSON, TEXAS
October 14, 2010
State of Texas
County of Grimes
The Board of Aldermen of the Town of Anderson met in regular open session at 7:00 p.m. on Thursday, October 14, 2010 in the American Legion Building in Anderson, Texas. Members present included Aldermen Tom Johanson, Daryl Alford, Joe Boudreaux and Alderwoman Carol Debose and Attorney John DeMille. Mayor Pro-Tem Erna Freeman presided in the absence of Mayor Gail Sowell.
Guests present at this meeting included Kyle Childress, Pastor, Anderson Baptist Church, Cindy Bell, Angela Davis, Chester Finke, Clint Capps and Kim Falcon.
Mayor Pro-Tem Erna Freeman asked that minutes from the regular meeting held on Thursday, Sept. 23, 2010 be reviewed and approved. Alderman Joe Boudreaux made a motion to accept the minutes as presented. Alderman Tom Johanson seconded the motion; all members present voted in favor of the motion.
Mayor Pro-Tem Freeman asked that Ms. Stanley discuss the official budgets for 2010-2011 and amended budgets for 2009-2010 that were approved at the September meeting from worksheets. Adjustments in charges from two vendors and the addition of a deposit made slight adjustments in balances for both the amended and opening balances for 2010-2011 budgets. No motion was required as budgets had been approved at the September meeting with the notation that the changes be made.
Attorney John DeMille and Attorney Angela Davis, who is working with him on the Condemnation process, discussed steps leading to the point reached by the certified letters being sent to the owners of the properties in question. The next step will be to give the owners 10 days to remedy the situation. If no contact has been made by that time the city’s attorney will file for non-compliance warrants for the city to clean up.
It was suggested that an Order of Condemnation notice be posted on the buildings in question. Also suggested was the need for photographs of the properties. Pictures will be taken and a copy of each sent with the official letters to the owners.
Because Attorney John DeMille will not be present at the next regular meeting of the Board of Aldermen, the meeting was moved to Wednesday, November 10, 2010.
Mayor Pro-Tem discussed with the members the deed on property given to the city by Derald Hudson and Lyle Howard on FM 1774 by lift station. The original property deed prepared on the 0.14 ac given to the city was good. However the additional acreage D. Hudson wants to put in cities name presents a problem since Mr. Hudson doesn’t own it and the actual owner, Mr. Howard, is now deceased. This will be put on hold until further information can be obtained.
Trunk or Treat night, set to be held on Saturday night Oct. 30 was discussed. The event will take place same time as last year – 6 to 8 p.m. for the city street to be blocked off from traffic. Motion was made by Alderman Boudreaux to approve the use of Main St. for this event. Alderman Alford seconded the motion; all members present voted in favor of the motiom.
Alderman Tom Johanson made a motion to pay all accounts currently due and payable. Alderman Alford seconded the motion which carried.
Meeting was adjourned at 7:50 p.m.
