There was a quorum thus a public open meeting was called to order at 7:01 P.M. by Mayor Gail Sowell.
Pledges were recited and Karen McDuffie gave the invocation.
Remarks of visitors:
Johnny McNally, from the Navasota/Grimes County Chamber of Commerce, updated the board with future events happening in Navasota. The Golf Ball Drop winner was Janet Green. The chamber is looking for 4 board members if anyone was interested. Cindy Bell mentioned that the Chamber banquet was February 23. Historic Anderson and Two Rivers will meet January 17th.. Daryl thanked the board for Trunk or Treat. He stated the event was awesome. He asked the board to get with Subway about their lights. The lights at night blind drivers. The Mayor said she would stop by and talk with the owners.
Minutes of previous meeting held on Thursday, October 13, 2016 were read by each board member present. A motion was made by Joe Boudreaux to approve the minutes as written. Erna Freeman seconded the motion. All approved, motion carried.
David Tullos discussed the Grimes County Sub-Regional Planning Commission and asked for Anderson’s participation. He discussed the importance of long term planning for possible high speed train station at Roans Prairie. In January, American Steward in Liberty would like to present to the town of Anderson their ideas on long term goals.
Item #5 was tabled as they were not ready to present.
Michelle Moreland pleaded with the board to enforce the mobile home ordinance. She stated that a month ago Carnell Carrell started moving in another trailer. There are 6 hookups sharing one driveway. Lee Arnold asked when the ordinance was approved which was July 14th.
The board discussed the need for a mobile home inspector. Erna Freeman will call Paul Malek and email him the ordinance. Brett brought up that in Houston permits cover the first inspection – if it doesn’t pass then the owner is charged. Who will pay for the inspection will be discussed after we find out the cost.
TXDOT Speed Zone Ordinance #116-16. Mayor Sowell explained Martha Smith with the Grimes County Sheriff’s office has been concerned with the school zone by the elementary school. A motion was made by Joe Boudreaux to approve Ordinance #116-16. The motion was seconded by Erna Freeman. All approved, motion carried.
The board discussed the 2016 appraisal roll with tax amounts entered to constitute the 2016 tax roll for the Town of Anderson through Ordinance #117-16. A motion was made by Joe Boudreaux to approve Ordinance #117-16. The motion was seconded by Karen McDuffie. All approved, motion carried. Ms. Freeman will get with Mark Boehnke at the Grimes County Appraisal District regarding vacant/abandoned buildings. Cindy Bell stated businesses want to move in but people are holding on to their property because taxes are so low.
The board tabled Agenda item# 11; Condemnations within the town limits.
Trunk or Treat this year went well. The problem Joe saw was the bouncy house. Too many unsupervised kids. Karen suggested if we do it again that two adults had to manage the bouncy house. Cotton candy played out early; maybe next year plan for two. All agreed to begin planning earlier next year.
New signature cards will be signed adding Joe Boudreaux and removing Tom Johanson. Cindy Olivieri will have limited internet access. Cindy will ask CPA if Joe needs to be bonded.
Joe Boudreaux made a motion to pay invoices currently due as presented. Erna Freeman seconded the motion. Motion carried. The water bill was considerably higher, Gail Sowell will contact Anderson Water Department to discuss.
The board tabled Agenda item# 15. Our attorney, Michael Casaretto had to leave on a family emergency but was available via cell phone.

The board discussed the Mowing Bid. Karen McDuffie made the motion to accept the bid from P-Ville- Rayburn Imhoff. Erna Freeman seconded the motion. All approved, motion carried.
