Of Board of Aldermen
The Town of Anderson, Texas
November 8, 2012
Members Present: Gail Sowell, Mayor; Alderwomen: Erna Freeman, Carol DeBose, Karen McDuffie-Melton; Aldermen: Tom Johanson, Joe Boudreaux.
Visitors Present: Chester Finke, Kermit Bostelman, Cindy Bell, William Smith, Tony Pavlock.
There was a quorum thus a public open meeting was called to order at 7:00 P.M. The Pledge of Allegiance and the Texas Allegiance were recited.
Remarks of visitors are as follows:
Cindy Bell stated that “twilight-firelight” will be held Sat. Nov. 24th. Mayor Sowell stated that she will hopefully be giving tours of the courthouse as usual.
Minutes of previous meeting held on October 12, 2012 were read privately by each board member. A motion was made to approve the minutes as written by Tom Johanson. The motion was seconded by Joe Bourdeaux. Motion passed unanimously.
A motion was made by Joe Boudreaux for the Mayor to make an ordinance for the 2012 appraisal roll with Tax amounts entered to constitute the 2012 tax roll for the Town of Anderson pursuant to Section 26.09 (e) Property Tax Code through Ordinance # 92-12 and have Mayor Sowell submit. Erna Freeman seconded the motion. All approved.
Joe Boudreaux made a motion to enter into agreement with the Grimes County Appraisal District for tax assessment/collections for 2013. Carol DeBose seconded the motion. All approved.
Tom Johanson spoke with Donald Klodzinski of Grimes Co. Road & Bridge regarding the speed limit signs on the proposed streets, Buffington and Cedar. He stated that the county has the signs and the board of Aldermen needs to approve the placement of where they should be erected. Joe Bourdeaux suggested we make an amendment to the ordinance regarding speed limit signs. It was also discussed about a stop sign being added to East Buffington & Cedar Street corner. A motion was made by Erna Freeman that an amendment is made for the addition of speed limit signs on Buffington and Cedar Streets as well as a stop sign on the corner of East Buffington and Cedar Street. The motion was seconded by Tom Johanson. All were in agreement, the motion passed.
Karen McDuffie-Melton gave a report on the successful first “Clean-Up day” in the town in October. A motion was made by Erna Freeman that a city “Clean-Up” day be scheduled twice a year; one in the spring and one in the fall. Perhaps a day in April and a day in October. The motion was seconded by Joe Bourdeaux. All in agreement, motion passed.
Mayor Gail Sowell reported on the “Trunk or Treat” event held on October 27, 2012 on Main Street in the town of Anderson. Mayor Sowell thanked everyone for helping with this event. It was very successful with the biggest crowd ever. Weather was great and it was a good time for everyone involved.
Joe Boudreaux made a motion to pay bills as noted. Discussion followed about two checks written for sewer repairs. Mayor Sowell informed the board that she will call Ricky to find out exactly what happened. The motion was seconded by Erna Freeman. All approve, motion accepted.
Open Session closed: 7:27 P.M and entered into Closed Session: 7:28 P.M.
Closed meeting adjourned: 7:55 P.M. and regular open session was re-opened at 7:56 P.M.
No action was taken at this time with items discussed in closed session.
