Members Present: Gail Sowell, Mayor; Alderwomen: Erna Freeman, Karen McDuffie, Carol DeBose; Aldermen:
E. Tom Johanson, Joe Boudreaux
Anderson Attorney Present: Michael R. Casaretto
Visitors Present: Cindy Bell, Vickie Spiess, Mr. & Mrs. Bill Sullivan, Ricky Wehmeyer, Mr. & Mrs. Ricky Bernard
There was a quorum thus a public open meeting was called to order at 6:56 P.M. by Mayor Gail Sowell. Pledges were recited and Tom Johanson spoke the invocation.
Remarks of visitors:
Cindy Bell reminded the board of the upcoming 100th Chamber of Commerce banquet. She questioned the entrance to a property off of State Highway 149 whether that was approved. The board stated that was a TXDOT issue. No other action needed by the board.
Minutes of previous meeting held on Thursday, October 8, 2015 were read by each board member present. A motion was made by Karen McDuffie to approve the minutes as written. The motion was seconded by Carol DeBose. All approved, motion carried.
Erna Freeman made a motion to adopt by resolution # 67-15 to designate administrative (GrantWorks)and engineering service(Jones & Carter) providers for the 2015 Texas Community Development Block Grant Fund contract 7215009. Joe Boudreaux seconded the motion. Vickie Spiess explained the process. All approved, motion carried.
Joe Boudreaux made a motion to adopt by resolution # 68-15 to designate authorized signators for the 2015 Texas CDBG program contract 7215009-designate grant signatures. Erna Freeman seconded the motion. All approved, motion carried.
Joe Boudreaux made a motion to adopt by resolution # 69-15 Regarding Civil Rights; Citizen Participation Plan and Grievance Procedures (Form A1013, Section 3 Policy (A1002), Excessive Force Policy (A1003), Section 504 Policy and Grievance procedures (Form A1004), and Fair Housing Policy (Form A1015. Carol DeBose seconded the motion. All approved, motion carried.
Joe Boudreaux made a motion to approve the 2015 Appraisal Roll with tax amounts entered to constitute the 2015 tax roll for the Town of Anderson through Ordinance #111-15. Carol DeBose seconded the motion. Four votes yes with one no vote. Motion passed.
Mayor Gail Sowell presented retired Grimes County Chief Appraiser Bill Sullivan with a Proclamation of Appreciation for all he has done for the county and Town of Anderson.
Rickey Wehmeyer and Ricky Bernard gave a quarterly report on the sewer system operation which was reported all is going well.
Attorney Michael Casaretto reported he is making headway on the situation on Hill Street. He is also closing up some loose ends on other projects he is working on. He stated a letter was sent out to the owners of the pool issue and will check for any response. He would like to plan a workshop for January.
Mayor Gail gave a report on another successful Trunk or Treat evening. She emphasized this is a great community event and a joint venture with area churches/business. Tom Johanson is interested in overseeing sponsors for next year’s costume contest. Mayor Gail publically thanked Grimes County Crime Stoppers for their generous monetary donation to the town to help cover expenses for Trunk or Treat as well as thanking Mid-South Synergy for their donation of water, and Karen & Scott McDuffie for the cooking of the hotdogs.
Erna Freeman made a motion to purchase a new desk top computer system with updated programs with the cost not to exceed $2000.00 Joe Boudreaux seconded the motion. All approved, motion carried.
Tom Johanson made a motion to pay bills currently due as presented. Joe Boudreaux seconded the motion. All approved, motion carried.
Open session adjourned: 7:55 P.M.
Entered into closed session. 7:55 P.M.
No need to reopen open session.
