Visitors Present: Cindy Bell, Chester Finke, Louise Sanders, Ken Sanders, Kermit Bostelman, Brett Mize, Gary Borski, Sheryl Borski
Town Attorney Present: Angela Collier Seager
There was a quorum thus a public open meeting was called to order at 7:00 P.M. by Mayor Gail Sowell. The Pledge of Allegiance and the Texas Allegiance were recited. Invocation was said by Pastor Kermit Bostelman.
Remarks of visitors: Cindy Bell & Brett Mize addressed the board with comments. No action required by the board.
Erna Freeman made a motion to approve the regular meeting minutes of 10-10-13 as presented. The motion was seconded by Joe Boudreaux. All approved, motion carried.
A letter of request from Mr. Billy Bean was discussed. The board heard from Angela Collier Seager who conferred with Mr. Paul Malek (Board of Inspector member) prior to the council meeting about Mr. Billy Bean’s requests and questions. Angela Collier Seager will write a letter to Mr. Billy Bean, since he was not present at this meeting, addressing his questions. She will send a Notice for Sealed Bids for the demolition with a deadline of January 8th to the Examiner.
It was stated that Judge Peavy’s property needs mowed again. We will look up who mowed it the last time and contact him. Angela Collier Seager will send a letter to Judge Peavy about filing a lien against his property for the mowing and other incurred costs.
A motion was made by Joe Boudreaux to approve the 2013 appraisal roll with tax amounts entered to constitute the 2013 tax roll for the Town of Anderson pursuant to section 26.09(e) Property Tax Code thru Ordinance # 100-13. The motion was seconded by Carol DeBose. All Approved, motion carried.
A motion was made by Erna Freeman to enter into agreement with the Grimes Co. Appraisal District for tax assessment/collections for 2014. The motion was seconded by Carol DeBose. All approved, motion carried.
Discussion was held about the need for erecting speed limit and dead end signs around town. Speed limits signs were suggested on W. Buffington and two on Cedar St. A dead end sign was discussed for the end of Fanthorp & Johnson (going south).
Erna Freeman made a motion to change the status of Mary Bostelman, town clerk, from a contract worker to an employee. Motion was seconded by Karen McDuffie. All approved, motion carried.
Updates were given on the Cleanup Day, Trunk or Treat event, Master Gardener’s project, Mayor Gail Sowell’s cell phone and the web site progress.
Karen McDuffie made a motion to approve paying bills as noted including Mayor Gail Sowell’s cell phone transfer fees and this month’s charges. Carol DeBose seconded the motion. Mayor Gail Sowell’s allotted dollar amount per month for her cell phone was tabled until next meeting. All approved, motion carried.
Regular session adjourned: 7:44 P.M.
Council entered into closed session at 7:45 P.M. Closed session ended 8:14 P.M. No action required on items discussed in closed session.
Next regular session town meeting is scheduled for December 12, 2013 at 7:00 P.M.
