BOARD OF ALDERMEN

THE TOWN OF ANDERSON, TEXAS

December 9, 2004

The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, December 9, 2004. Mayor Gail Sowell, Alderwoman Erna Freeman, Aldermen David Heyman, Tom Johanson, Bill Robinett and Attorney Lovett Boggess were present. Alderman F. D. Calhoun arrived at 7:12.

The meeting was called to order at 7:00 p.m.

Guests in attendance at the meeting included Ronnie Hale of Entergy and former mayor John S. Freeman.

Mr. Hale spoke to the members present regarding a proposed rate increase based on Senate Bill 7 (which had frozen rates through 2002); and the fact that the case had been dismissed. He indicated that it had been 13 years since a rate increase on “base” and he did indicate that a request for a rate increase would be re-filed during the coming year.

A question was raised regarding streetlights. Ronnie advised that if Mayor Sowell would file a letter with Judge Dixon authorizing the installation of upgraded lights within the city (on existing poles) it could be done at no cost to the town. There would however be a minimal monthly charge.

Mayor Sowell asked that minutes from the regular meeting held on Thursday, Nov. 11, 2004 be considered/approved. Alderwoman Erna Freeman made a motion to approve the minutes as presented; Alderman Bill Robinett seconded the motion. All members present voted in favor of the motion.

Mayor Sowell asked the board members to consider/approve the resignation of Mayor Pro-Tem F. D. Calhoun. Alderman David Heyman made a motion approving the resignation; Alderwoman Erna Freeman seconded the motion. All members present voted in favor of the motion.

Mayor Sowell then discussed a possible replacement for Mr. Calhoun for the balance of the year. Members present were in favor of asking Ernest Henderson to fill the position through May of 2005.

Mayor Sowell gave an update on projects around town. During this discussion Mr. Freeman addressed the members regarding maintenance work that was needed due to damaged manhole covers, etc.

Alderman Bill Robinett moved that all invoices currently due and payable be ordered paid. Alderman David Heyman seconded the motion; all members present voted in favor of the motion.

Mayor Sowell presented a plaque to out-going member F.D. Calhoun for his years of dedication and service to his community.

The meeting was adjourned at 7:40 p.m.
