Members Present: Gail Sowell, Mayor, Karen McDuffie, Mayor Pro-Tem, Aldermen Carol DeBose, Harold Minor, Daryl Alford, Carnell Carrell
Anderson Attorney: Michael R. Casaretto
Visitors Present: Cindy Bell, Kason Menges, Jenna Blinn, Geoff Horn, Julie Horn, Blondie Carrell, Christy Smith
Establish a quorum; Called to order at 7:00 pm.

Remarks of visitors:
Cindy Bell discussed upcoming Chamber events.

Agenda Items:
Pam Hugghins from Davis, Heinemann, & Company P.C. presented the Annual Financial Audit for the year ending September 30, 2018.

Mayor Sowell asked council to review the minutes of the regular meeting held on Thursday January 10, 2019. Daryl Alford made a motion to approve the minutes. Carnell Carrell seconded the motion. All approved; the motion carried.

Mayor Sowell asked council to consider the approval of Ordinance 130-19 Ordering an Election for the purpose of Re-Authorizing of a ¼ of 1% Increase in the General Sales and Use Tax expiring on September 30, 2019. Daryl Alford made a motion to approve. Harold Minor seconded the motion. All approved; the motion carried.

Mayor Sowell asked council to consider the approval of Ordinance 131-19 Calling for an Election on Saturday, May 4, 2019 for the purpose of electing Mayor and 2 Aldermen positions. Daryl Alford made a motion to approve. Carnell Carrell seconded the motion. All approved; the motion carried.

Mayor Sowell asked council to approve a Joint Election Agreement between Anderson-Shiro ISD and the Town of Anderson to hold an election per state statue. Carnell Carrell made a motion to approve. Daryl Alford seconded the motion. All approved: the motion carried.

Mayor Sowell asked council to approve an Agreement between the Town of Anderson and the County of Grimes authorizing the Election Administrator Becky Duff to conduct the election. Karen McDuffie made a motion to approve. Daryl Alford seconded the motion. All approved: the motion carried.

Mayor Sowell explained to council that she and Daryl Alford discussed the need for a procedure manual with the big turn over in council. Mayor Sowell asked Daryl Alford to review the current office Procedure Manual and to present to council any changes or additions he feels are necessary.

Item #8 regarding Lori Clayton’s petition for Variance adding 2 more manufactured homes to the property on Cedar Street that is less than 2 acres is not able to be discussed because Lori Clayton was not there to plead her case. Daryl Alford made motion to postpone the item until Lori Clayton is present. Carnell Carrell seconded the motion. All approved: the motion carried.

Mayor Sowell asked council to consider/approve bid from Grimes County Road and Bridge for guardrails on Cedar Street and Fanthorp Street for a cost of $610. Karen McDuffie made a motion to approve. Carnell Carrell seconded the motion. All approved: the motion carried.

Mayor Sowell asked council to approve the next step for condemnation process for property ID# R20555 (414 Houston Street). Karen McDuffie asked for abatement instead of Condemnation. Mayor Sowell asked Attorney Michael Casaretto to prepare a letter to property owner regarding abatement. Mayor Sowell asked for a motion to approve the next step for condemnation. Motion dies for a lack of motion.

Mayor Sowell presented the request from County Judge Joe Fauth III asking council to consider redirecting the flow of traffic on W. Buffington Avenue from a two-way flow, east and west to a one-way flow, east bound only. The request is to apply to only one block, the 100 block that parallels the court house annex. Daryl Alford made motion to postpone until Judge Fauth can attend. Harold Minor seconded the motion. All approved: the motion carried.

Mayor Sowell asked council who would be able to attend the Chamber of Commerce Banquet. One table with 10 seats will be purchased; eight attendees.

Mayor Sowell asked council to set a date for the next Town of Anderson Clean Up Day as March 30th. Mayor Sowell will prepare the flyers.

Mayor Sowell asked council to review and consider payment of invoices. Karen McDuffie made a motion to approve payment of invoices. Carnell Carrell seconded the motion. All approved; the motion carried.

Mayor Sowell explained to council that Betty Pavlock had a drainage problem. Daryl Alford suggested getting supplies for community service workers supplies. Daryl will provide a list of items to needed to the office. Mayor Sowell discussed the plaques for past mayors and aldermen that she and Carol DeBose have been working on. Daryl Alford asked for a review of the permit fees.

Entered into closed session 8:30 pm.

Returned to Open Meeting 9:30 pm.
