Called to order at 7:00 pm

Remarks of visitors:
Cindy Bell reminded everyone of the upcoming Chamber Banquet February 22, 2018. The Chamber Academy on Wednesday February 28th The topic will be Emergency Preparedness infrastructure that could come into plan during a disaster. They will discuss who is responsible for what during an emergency situation. Shifting Boundaries to make business’s aware of the development ideas going on in the surrounding countries.

Daryl Alford asked about street lights that are out. Mayor Sowell will check on all lights and report them. He also announced his plans to run for the Board of Alderman.

Agenda Items:

Vicki Spiess from GrantWorks explained the 2016 – CDBG-DR grant to council. Vicki explained that the funding has been approved but it is not official yet. Once it is approved we will have 90 days to complete. She asked that we begin collecting photos and documentations of problems during the floods in 2016.

Melissa Darst and family presented to council their vision for the Anderson Food Pantry. She asked the council to approve their site plan. Council agreed to review site plan when it is turned in.

Erna Freeman made a motion to accept resolution 75-18 designating an administration service provider to complete application and project implementation for the General Land Office Community Development and Revitalization CDBG-Disaster Recovery funding: DR 4269 (April 2016 Declaration), and DR 4272 (June 2016 Declaration). Joe Boudreaux seconded the motion. All approved; motion carried.

Erna Freeman made a motion to accept Resolution 76-18 designating an engineering service provider to complete application and project related engineering services for the General Land Office Community Development and Revitalization CDBG-Disaster Recovery funding: DR 4269 (April 2016 Declaration), and DR 4272 (June 2016 Declaration).. Joe Boudreaux seconded the motion. All approved; motion carried.

Mayor Sowell asked council to review the minutes of the meeting held on Thursday, January 11, 2018. Joe Boudreaux made a motion to approve the minutes. Carol DeBose seconded the motion. All approved; motion carried.

Mayor Sowell asked council to adopt ordinance # 124-18 calling an election to be held in the Town of Anderson on Saturday, May 5, 2018. Joe Boudreaux made a motion to accept Ordinance 124-18. Harold Minor seconded the motion. All approved; motion carried.

Mayor Sowell asked council to a Joint Election Agreement between Anderson-Shiro ISD and the Town of Anderson to hold an election per state statue. Joe Boudreaux made a motion to motion to accept agreement between Anderson Shiro CISD and the town. Erna Freeman seconded the motion. All approved; motion carried.

Mayor Sowell asked council to approve an agreement between the Town of Anderson and the County of Grimes authorizing the Election Administrator Becky Duff to conduct the election. Joe Boudreaux made a motion to accept the agreement between the town and the Election Administration. Carol DeBose seconded the motion. All approved; motion carried.

Erna Freeman made a motion to purchase the Gold Level Sponsor for the Navasota/Grimes County Chamber of Commerce Banquet to be held Feb. 22, 2018. Karen McDuffie seconded the motion. All approved; motion carried. Mayor Sowell asked who could attend and Carol DeBose stated she could not attend.

No Permits were pending. No action needed.

Karen McDuffie made a motion to hold the Anderson Clean Up day on April 7th. Joe Boudreaux seconded the motion. All approved: motion carried.

Joe Boudreaux made a motion to approve payment of invoices currently due and payable. Carol DeBose seconded the motion. Karen McDuffie opposed Michael Casaretto’s bill. All others approved; motion carried.

Mayor Sowell asked council to consider the complaints that have been made by citizens around town. The first two complaints dealt with state property and not the town’s area. The other complaints a strict letter is to be mailed out this month and fines will be incurred.

Enter into Closed Session 8:43 pm.
Closed session adjourned 9:30 pm.
Returned to regular session 9:30 pm.
Meeting was adjourned 9:32 pm.
