Visitors Present: William Smith, Blondie Carrell, Harold Minor, Daryl Alford, Michael Osborne, Virginia Snyder, Bessie White
There was a quorum thus a public open meeting was called to order at 7:05 P.M. by Mayor Gail Sowell.
Pledges were recited. Karen McDuffie gave the invocation.
Remarks of visitors:
William Smith spoke about the building codes and how he felt they were geared more towards residential rather than commercial. He felt the council was moving too quickly. Blondie Carrell stated she felt the codes should be analyzed more. Harold Minor stated that he felt the council was moving too quickly also. Darryl Alford stated he felt like a survey should be sent to all the residents asking if they felt the building codes were necessary. Brett Mize was concerned that the ordinances should not go into effect until the council was more organized. Britt Mize was concerned with the tiny house issue and how he found more police problems with people living in dense living quarters.
Agenda Items:
CPA Virginia Snyder reported the findings of her audit for fiscal year 2015- 2016. Erna Freeman made a motion to approve the audit. Carol DeBose seconded the motion. All approved and the motion carried. ‘
Minutes of previous meeting held on Thursday, February 9, 2017, were read by each board member present. Joe Boudreaux made a motion to approve the minutes as written. Carol DeBose seconded the motion. All approved, motion carried.
Item #3 is tabled as Ron Wise from Wise Landscaping was not able to attend.
Item #4 Joe Boudreaux asked that the council move to approve the purchase of a new printer/copier for a total sum no more than $1500. Erna Freeman seconded the motion. All approved, motion carried.
Item #8 regarding the After-Prom Party for Anderson-Shiro Jr/Sr Prom was discussed. Erna Freeman made a motion for the town not to participate as it was a personal donation. Joe Boudreaux seconded the motion. All approved, motion carried.
Item # 5 regarding the Ordinance #113-16. Erna Freeman made a motion to accept the changes to ordinance #113-16 made during the 3/6/2017 workshop. Carol DeBose seconded the motion. All approved, motion carried. Karen McDuffie made a motion asking that the title of the ordinance be changed to ORDINANCE PERTAINING TO MOBILE HOME/MANUFACTURED HOME & MOBILE HOME PARKS. Erna Freeman seconded the motion. All approved, the motion carried. Karen McDuffie asked the board to consider the wording in Section C regarding nonconforming, non-compliant and out of compliant to read non-conforming. Joe Boudreaux made the motion to accept. Carol DeBose seconded the motion. All approved, motion carried. Karen McDuffie made the motion to consider the wording under the Amendment to the ordinance from Mobile home to Manufactured homes. Erna Freeman seconded the motion. All approved, motion carried.
Item #6 regarding the Junked Vehicle Ordinance #98-14 Erna Freeman made a motion to accept the changes to the Junked Vehicle Ordinance made during the 3/6/2017 workshop. Carol DeBose seconded the motion. All approved, motion carried. Erna Freeman made a motion asking for the short title to be corrected in section A from Junk Vehicle to Junked Vehicle. Karen McDuffie seconded the motion. All Approved, the motion carried. Under Section B, Junked Vehicles, d. Joe Boudreaux made a motion for the wording to be added “from the public right of way.” Erna Freeman seconded the motion. All approved, the motion carried.
Item #7 regarding the Building Codes Ordinance, Karen McDuffie made a motion to strike sections C & D. Erna Freeman seconded the motion. All Approved and the motion carried. Karen McDuffie made a motion to approve the first reading for the Building Code Ordinance. Erna Freeman seconded the motion. All approved, the motion carried.
Mayor Sowell asked for approval for paying bills. Erna Freeman made the motion and Karen McDuffie seconded. All approved, motion carried.
Mayor Sowell stated that Ricky Bernard from Anderson Water Company said they were in a slack time and asked to work on three continuing problem areas. Joe Boudreaux asked about the prospect of renting cameras before digging to avoid expensive road repairs too. The area by Cindy Williams house will have to be dug and repair the roads. Michael Casaretto stated that he has a meeting scheduled with County Attorney Jon C. Fultz and County Judge Leman regarding the Houston Street Project. In the same meeting, he wanted the county to review those behind on taxes and possible write off and work with the town on demolition.
