Remarks of visitors:
Cindy Bell: August DAR special presentation on Women’s Suffrage. Quilt raffle for DAR to raise funds for WW1 Monument. Sept. 22 – Ride for Cure for Diabetes. Contact Texas Historic Commission set up workshop and come up with goals.
William Borski: In the process for buying Bill Robinett’s property on Main Street; the sale should be complete within the next 30 days.
Joe Boudreaux: Commented on item #5 regarding change in Ordinance #113-16. He asked if it was a specific request. If for a business should use a variance rather than change the ordinance.
Erna Freeman: Thanked Charles Borski for cleaning up the Robinett’s property. Street Signs in town missing and the need to update the Anderson Town limits. Also thank you to the Hramtz family for cleaning up.
Lori Clayton: Regarding Manufactured Home Park. They have 1.25 acres. She passed out packets. Cindy Olivieri will email her a variance packet. She asked to be placed on next month’s agenda.
Agenda Items:
Read/consider approval of the minutes of the meeting held on Thursday, July 12, 2018. Daryl Alford made a motion to approve the minutes. Carnell Carrell seconded the motion. All approved; the motion carried.
Johnny McNally from the Navasota Grimes County Chamber of Commerce gave a report on upcoming events (Realtor breakfast, Business Expo, Bus Tour, Golf tourney, etc.) scheduled for the next few months.
Mayor Sowell asked council to review appraisal roll for the Town of Anderson for tax year 2018 as prepared by Mark Boehnke, Chief Appraiser for Grimes County. Mayor Sowell asked the council to set a proposed rate per $100 of taxable property. Council asked for a proposed rate of .219000.
Mayor Sowell asked for discussion on a change of Ordinance #113-16, Section B paragraph 3, from 5 years to 8 years in age. Carnell Carrell recuse himself. Daryl Alford made a motion to approve change. Karen McDuffie seconded the motion. Mayor Sowell suggested that the ordinance stay at 5 years. Michael explained the variance is a formal request specification plans, layout. Mayor Sowell asked for a vote. No one responded. Motion died.
Mayor Sowell asked council to review the next step for Health and Safety Violations on properties: R20383, R20411, R20438, R20555, R20594, R20440. Two are removed R20440 & R20383 due to sale pending. Possible sale pending on R20438. Carnell Carrell agreed with owner of R20594 that he would remove trash and haul away. Carnell Carrell asked to postpone any action until the September 20th meeting. Daryl Alford made a motion to postpone. Carnell Carrell seconded the motion. All approved; the motion carried.
Mayor Sowell asked for council to set a date for public workshop regarding Building Ordinances, Inspections, Municipal Court System, and Budgets Condemnation Process. Council agreed to set the date for September 6, 2018 at 5:30 pm.
Mayor Sowell asked council to consider changing Sept 13th meeting to September 20, 2018. Council agreed to change the date and set the time for 6:30 pm with the regular meeting to immediately follow.
The Town clerk gave the monthly permit update stating no permits were requested.
Mayor Sowell asked for council to review payment of invoices currently due and payable. Carnell Carrell made a motion to approve the minutes. Daryl Alford seconded the motion. All approved; the motion carried.
Mayor Sowell asked Michael Casaretto if he had any updates on projects and issues around town which he had no issues. Mayor Sowell informed council she put in an order for Road and Bridge to trim the trees down the streets. Thanked everyone for work around town.
Carnell Carrell made a motion to adjourn. Karen McDuffie seconded the motion. All approved; the motion carried.
