Called to order at 7:20 pm

 

Remarks of visitors:
Cindy Bell informed all that the Diabetes Ride has changed to the 1st Saturday of November. The Chamber of Commerce will have their annual Golf Tournament on October 13th. It will start at 3 pm and have a glow in the dark night time event and the helicopter ball drop.

Jim Hassell asked the talk to council about the moratorium. He purchased three lots between Houston St and College. He wanted to move a mobile home onto the lot. He also complained about the Historic Anderson Building (Boggess Building) next to his lot which he feels needs to be torn down or repaired. He does not want to build under the current approved Building Code of 2015.

Daryl Alford wanted to talk about Trunk or Treat and the items the Town of Anderson will handle versus what others.

Jim Hassell added that Navasota uses the 2012 Building Codes and it adds $4,000 to the cost and the 2015 codes we passed would add $5,000 to the overall cost of building.

Agenda Items:
Mayor Sowell asked council to review the minutes from meetings in August. Erna Freeman made a motion to accept the minutes from August 10, 15 & 24, 2017. Carol DeBose seconded the motion. All approved; the motion carried.
Erna Freeman made a motion on Ordinance 121-17 to approve that the property tax rate be increased by a rate of .21900 which is effectively a 7.94% increase in the tax rate. Joe Boudreaux seconded the motion. All approved; the motion carried. The members were polled individually. Karen McDuffie approved, Carol DeBose approved, Joe Boudreaux approved. Erna Freeman approved. Harold Minor was absent. All approved: the motion carried.
Karen McDuffie made a motion to approve the 2016-2017 amended budgets. Erna Freeman seconded. All approved: the motion carried.

Harry Walker discussed the street projects and the current schedule. The paving company will begin moving in equipment September 22, 2017. Harry Walker discussed the storm damage done on Johnson St. He has two bids. Larry Young made a bid of $10,800 to do a concreate head wall. The county can use broken concrete and it would cost $3,923.35. The county bid included labor due to Grimes County Road and Bridge submitting the bids to FEMA for potential reimbursement. Joe Boudreaux made a motion to go with the concrete wall. Erna Freeman seconded the motion. All approved; the motion carried. Mayor Sowell gave Harry Walker the okay to move forward with the Johnson Street repair.

Mayor Sowell asked about Trunk or Treat. The schedule from the past nine years will be followed. There is a Facebook page – Anderson Texas Trunk or Treat.

Joe Boudreaux discussed the billings for mowing. The company is billing for 3 -4 mowings a month. The contract calls for one per month. Joe Boudreaux commented that P’Ville also mows down Main St., and in front of the Fanthorp Inn even though it is the state’s property. Mayor Sowell will get with the company to reduce the mowing. Daryl Alford informed the council that he mows from Main Street between 149 and the courthouse to encourage parking for the courts.

Mayor Sowell asked about the restaurant and food service abatement letters. The letter was sent out to all places in town that have a kitchen and the potential to produce grease. Karen McDuffie stated that she spoke to several companies and they do not have a Bill of Lading. They sell the grease but do not get a receipt. The town needs a written letter stating what they do to remove grease. It is an EPA & state issue and needs to be addressed.

Mayor Sowell asked for the council to review the monthly bills to be paid. Joe Boudreaux made a motion to pay the bills. Carol DeBose seconded the motion. All approved; the motion carried.
