BE IT REMEMBERED, that on this the 8th day of May 2025, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.
  1. Call the meeting to order and establish a quorum. At 7:00pm members present Will Borski, Harold Minor, Tanner Krause, Mayor Marc Benton, Kason Menges, Bessie White, Ashley Ver Schuur and Rebecca Ray.
  2. Invocation given by Kason Menges.
  3. Pledges to the flags. 
    1. “Honor the Texas Flag.  I pledge allegiance to thee, Texas, one state under God, one and indivisible.”
  4. Public Comment
    1. No public comment.
  5. Presentations:
    1. Samuel Grove Development – Mr. Samuel Pratt
      • Reached out to Mayor Marc Benton and Rebecca Ray regarding ideas for his property on Johnson Avenue.
      • Proposal document provided to the Town Council.
      • 4.0 acres of land.
      • The goal is to increase housing availability and enhance quality of life for the Town of Anderson.
      • Open to any resources the Town of Anderson may have.
      • Samuel Grove was given as a possible name for the location.
      • Discussion between the Council and Samuel Pratt regarding the location and proposal.
  6. Mayor’s Update
    1. Rebecca leaving May 28th.
    2. May 17th Grimes County Cleanup Day
      • Dumpster in Anderson provided by county collecting tires in Shiro
    3. United states navy fleet week in Houston and the Mayor would like to bring officers to Anderson for the night to host fleet week.
  7. Consent Agenda: Motion to approve consent agenda in its entirety by Tanner Krause, second by Kason Menges, all in favor.
    1. All consent items are considered to be routine and will be enacted by one motion and vote.
    2. Approval of the April 10th, 2025 Town Council Meeting Minutes
    3. Approval of the April 16th, 2025 Town Council Special Meeting Minutes
    4. Approval of the list of claims and bills
      • Transfer $59.25 from General fund to ARPA fund
  8. Reports:   Informational reports only, no action to be taken.
    1. Permit report
      • Culvert on Hill Street placed and used County culvert permit as reference.
      • Fanthorp Inn Representatives met with the Mayor and discussed moving visitor center from Washing-ton on the Brazos to Fanthorp with a possible move date in July.
    2. Sewer Report
      • Samples at the plant taken and the chlorine pump needs to be changed out.
      • Needs new transfer switch and fuel before hurricane season.
      • Salvador estimated $1200 to bypass clay pipes behind car quest.
      • Leak behind 112 main street, Anderson, Texas.
    3. Grants Report
      • 2017 Harvey Grant: No update
      • ARPA Grant: No update
      • 2023-2024 CDBG:
        1. identified contractor for approval.
        2. Aron with PMI sent 15 documents with ordinances resolutions etc. to be approved at the next meeting.
      • 2025-2026 CDBG: No update
      • CDBG MIT-MOD: No update
      • Harvey Reallocation Funds: No update
      • RCP:
        1. Had a successful forum with no article in the examiner.
        2. Grant moves into planning phase. Concentrate on zoning first.
      • Texas Water Development Fund (DFund): No update
      • TDA CDBG Downtown Revitalization:
        1. still waiting for an update
      • Texas Department of Transportation (TxDOT): No update
  9. Business: Discuss, consider, and possibly take action regarding:
    1. Canvass of votes from May 3, 2025, election.
      • No need to canvas, election results provided by Mayor Marc Benton.
      • Special Election PropA passed 8 to 5 with a total of 13 votes.
      • Motion to accept by Kason Menges, second by Tanner Krause, all in favor.
    2. Returning Aldermen and Mayor shall qualify by taking an Oath of Office.
      • Oath of Office given to Harold Minor by Rebecca Ray.
      • Oath of Office given to Bessie White by Rebecca Ray.
      • Oath of Office given to Marc Benton by Rebecca Ray.
    3. Elect Mayor Pro-Tem and Secretary of the board.
      • Motion to keep Mayor Pro-Tem Tanner Krause and Secretary of the Board Kason Menges as is by Will Borski, second by Kason Menges, all in favor.
    4. Consider and take action to approve the mayor and two signatories for the bank accounts by Resolution #121-25.
      • Motion to keep Harold Minor and Will Borski as Bank Signers by Tanner Krause, second by Kason Menges, all in favor.
    5. Consider and take action to approve Resolution 120-25 2025-26 CDBG Signatory Authority.
      • Provided by Aron at PMI.
      • Motion to approve Kason Menges, second by Tanner Krause, all in favor.
    6. Discussion of updates for the Kitchen Hall Remodel.
      • Update given by Rebecca Ray.
      • Start date on May 12th.
      • Dumpsters will be provided if people interested in the demo material do not come for pickup that same day.
    7. Discussion of current landscaping contracts.
      • A local resident is unhappy with the mowing around town and has become a constant complaint.
      • Spoke with Ron Wise explaining the situation.
      • No contract in place.
      • Will Borski will take overlooking roads for mowing.
      • The list of what should be in the contract will be provided by Will Borski.
      • The landscaping contract will be an ongoing process until everything is put in place.
    8. Discussion of updates to town priority list.
      • No update.
      • Flood zone signs discussed.
      • Guardrails around town discussed.
      • Protecting the children is a main priority regarding roads.
  10. Executive Session at 8:10pm
    1. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
  11. Possible Action from Executive Session at 8:25pm motion to submit offer of 220000 to the county for 101 s main street and for Town Attorney Ashley Ver Schuur to make the offer by Tanner Krause, second by Kason Menges, all in favor.
    1. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Ander-son.
  12. Around Town
    1. Tree on Austin Street leaning almost to the point of falling.
    2. Tree trimming around town.
    3. The car wash is closed in Anderson on Highway 90.
    4. Ramp at winking stars being installed.
    5. Roads to be paved around town discussed including Pecan Street.
  13. Discussion of agenda items for the next scheduled meeting
    1. Special Meeting next Thursday.
    2. Signage ordinance to be discussed.
    3. Fourth of July committee planning for next year 4th of July 2026.
    4. Age of Mobile Homes to be discussed for Ordinance.
    5. Parking on properties to be discussed with a possible ordinance.
