BE IT REMEMBERED, that on this the 10th day of July 2025, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.

      1. Call the meeting to order and establish a quorum. At 7:00pm members present Will Borski, Harold Minor, Tanner Krause, Mayor Marc Benton, Kason Menges, Cara McAlister, Bessie White, and Town Attorney Ashley Ver Schuur.
      2. Invocation given by Kason Menges
      3. Pledges to the flags. “Honor the Texas Flag.  I pledge allegiance to thee, Texas, one state under God, one and indivisible.”
      4. Public Comment:
        1. No public comment.
      5. Mayor’s Update: 7:02pm

          • Meeting with a contractor; accepting recommendations for at least two others for a bid process.
          • Contacted BVCOG for network options vs using Midsouth; potential cost savings
          • Water and elec transferred to City; will split trash expense with Toasted Tomato
          • Propose Workshop meeting to discuss and agree on next steps for the project – July 24 or 31
          • Should have RFP available by next meeting, publish the following week and aim for bid review at September regular meeting

      10. Business: Discuss, consider, and possibly take action regarding:
        1. Consider and take action to adopt Resolution 124-25 to designate authorized signatories for the Community Development Block Grant – Disaster Recovery Program (CDBG-DR) program for GLO state contract number 24-074-003-E286 and authorize the mayor as signatory.
          • Motion to adopt Resolution 124-25 to designate authorized signatories for CDBG-DR Program and authorize Mayor as signatory by Tanner Krause, second by Kason Menges, all in favor – motion passes.
        2. Discuss and review Section 3 Presentation Regarding the TXCDBG for Sewer System Improvements with the Texas Department of Agriculture Contract Number CDV23-0078 (Vicki Spiess, Grantworks).
          • GrantWorks will need to amend the presented map to reflect Town of Anderson
        3. Consider and take action to adopt Resolution 125-25 regarding Civil Rights which includes the following policies:
          • Citizen Participation Plan and Grievance Procedures;
          • Section 3 Policy;
          • Excessive Force Policy;
          • Limited English Proficiency (LEP) Standards Plan;
          • Section 504 Policy and Grievance Procedures;
          • Code of Conduct Policy; and
          • Fair Housing Policy.
          • Motion to adopt Resolution 125-25 regarding Civil Rights by Tanner Krause, second by Harold Minor, all in favor – motion passes.
        4. Discussion of zoning plans to be developed as part of the RCP grant. Council will be presented with the existing land use plan, a draft future land use plan, and an outline of the anticipated timeline for the process moving forward.  Council to provide feedback.
          • Kaitlyn Higgins, PMI present zoning map for review, input and feedback from council
          • No action at this time; input requested for next meeting
        5. Discuss and consider Quality Homes standards for modular homes in the Town of Anderson.
          • Citizen Carnell Carrell provided Quality Homes modular home standards for review and discussion
          • Discussion that home standards should pass HUD and 3rd party (TREC) appraisal standards
          • Consider readdressing current ordinance for modular homes; aging concerns.
          • Additional discussion will be needed to make any decisions
        6. Consider and take action to approve a purchase from Cummins Sales and Services for a membrane on the control panel of the wastewater plant automatic transfer switch.
          • Quote received indicates expiration Jun 20, 2025; Kason Menges requests confirmation quote is still valid
          • Additional concerns with mileage and travel costs by Harold Minor; additional review and confirmation requested
          • Tanner Krause abstained from vote
          • Motion to approve purchase from Cummins Sales and Services for a membrane wastewater plant automatic transfer switch by Kason Menges, no second; motion abandoned and fails.
          • Quote will be reviewed with provider and presented again at a later date after all concerns have been addressed.
      11. Executive Session at 9:01pm
        1. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
      12. Possible Action from Executive Session back from Executive session at 9:28pm
        1. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
        2. Motion to approve the Mayor and Town Attorney Ashley Ver Schuur to negotiate on the Councils behalf with Grimes County regarding future plans for Houston St. by Kason Menges, second by Tanner Krause, all in favor.
      13. Around Town
        1. Town Hall first aid kit was damaged during a weekend rental; unknown by whom. Consider repair or other options
        2. Freedom Picnic firework cleanup needed behind courthouse and suggest requirement for future years; consider relocation further from courthouse for safety
        3. No lights out around town
      14. Discussion of agenda items for the next scheduled meeting
        1. Consider budget and new bldg renovation workshops July 24 and 31; vote to approve budget in September
          • Address 2026 Rental Hall rates
