March 10, 2005

The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, March 10, 2005. Mayor Gail Sowell, Attorney Lovett Boggess, Alderwoman Erna Freeman, Aldermen Bill Robinett and David Heyman were present. Alderman Tom Johanson was absent at the opening of the meeting. He arrived at 7:08 p. m.

The meeting was called to order at 7:00 p.m.

Guests present at the meeting included Clint Blair, Cindy Bell and Mrs. Maurine Wehmeyer.

Mr. Blair appeared before the board seeking permission to pave over a portion of Houston Street that is currently used by patrons as parking space for the grocery store he operates on St. Highway 90. His intention is to repave the entire parking area. He will provide plans for this work as soon as they are finalized; no action was taken at this time. The board wishes to review the plans.

The Mayor asked that minutes from the regular meeting held on Thurs., February 10, 2005 be considered/approved. Alderman Bill Robinett made a motion to approve the minutes as presented; Alderwoman Erna Freeman seconded the motion. The motion carried.

The Board of Aldermen reviewed a report prepared by Anderson Water Co. that indicated average water consumption during December 04, January and February 05 of each business and home in the town. Alderwoman Erna Freeman made a motion that the current rate be maintained during the period from March 2005 through February 2006. Alderman Bill Robinett seconded the motion. All members present voted in favor of the motion.

Mayor Sowell advised the board that she had met with Bill Boehm of the First National Bank of Anderson regarding pledged securities covering city funds. Mr. Boehm advised that pledged securities had been increased to a total of $500,000, which is an adequate amount at this time.

Alderman Bill Robinett moved that all invoices currently due and payable be ordered paid. Alderwoman Erna Freeman seconded the motion. All members present voted in favor of the motion.

Mayor Sowell updated the board members about on-going projects in and around town. (1) She advised the Council that she is planning to meet with a local industry to obtain bottom ash to add to the RAP material received from TxDOT. Council members will need to make a decision regarding which roads should be repaired first. Mayor will contact TxDOT concerning shoulders on the spur behind the courthouse to FM 149.

(2) Board members decided to set up a meeting, hopefully on March 22, with Bill Sullivan to determine the legal ownership of certain property on F.M.1774.

(3) Mayor Sowell advised the board members that our water permit had been approved for a period of 5 more years. Future testing will be done based on CBOD rather than BOD.

The meeting was adjourned at 8:00 p.m.
