The Board of Aldermen of the Town of Anderson met in regular open session in the American Legion Building in Anderson, Texas, at 7:00 p.m. Thursday, August 12, 2010. Present were Mayor Gail Sowell, Alderwomen Erna Freeman and Carol DeBose, Aldermen Tom Johanson and Joe Boudreaux; Alderman Daryl Alford and Attorney John DeMille were absent.

The meeting was called to order at 7:00 p.m.

Guests present at the meeting were Cindy Bell, Bill Sullivan, Chester Finke and Margie Powell.

Bill Sullivan, of the Grimes Co. Appraisal District, was present to discuss any questions members may have regarding the contract for 2010-2011 tax appraisal and collections.

Motion was made by Joe Boudreaux to approve renewing the contract with the Appraisal District. Alderwoman Freeman seconded the motion; all members present voted in favor.

Mr. Sullivan also discussed the tax rate to be adopted in a public meeting. The difference between this year’s rate and last year’s was very small. After a discussion of the rate and approval of the appraisal roll for the Town of Anderson for 2010, the council decided to leave the rate as it was established—no change for 2010-2011.

Mayor Sowell asked members to approve the second reading of the Nuisance Ordinance (No.73-A 2009) and the final draft of the Board of Inspection letter. Motion to approve the second and final reading of Ordinance 73-A 2009, and the letter, was made by Alderwoman Freeman. The motion was seconded by Alderman Boudreaux; all members present voted in favor of the motion.

Mayor Sowell asked members to consider and approve an ordinance proposed by TXDOT regarding speed zones on FM 149. Alderman Boudreaux made a motion to approve the ordinance; Alderwoman Freeman seconded the motion. All members present voted in favor.

Mayor Sowell asked members to take a look at the 0.368 acre of land recently surveyed for the city by Wisnoski Surveying. This tract of land was given to the city from Lyle Howard and Derald Hudson on FM 1774 near the lift station east of town. The city owns the lift station property already so the deed will be for the 0.368 acre of land. Mayor Sowell will now give the information to City Attorney John DeMille to finish the deed for final approval.

Mayor presented an invitation to all members of the council to attend a Small Cities’ Problem-Solving Clinic to be presented by TML in Navasota in September at a cost of $30.00 per person. She informed all members that the city would pay the fee for all those who wanted to attend.

Mayor Sowell asked members to consider and approve having a booth at the 2010 Business XPO in September at the Grimes County Expo Center to be put on by the Navasota/Grimes Co. Chamber of Commerce. After discussion, members decided to pass this year and the Mayor said she would get information to the Chamber for areas in Anderson to be passed out.

Mayor Sowell indicated that she had spoken with Sam Nobles and Scott McKinney about the inter-local agreement with the County regarding mowing the sides of town streets 2 or 3 times a year and that it had not been done in the last 2 years. Mayor Sowell had then confronted Frank Matejicek about possibly mowing the streets on the days he mowed the sewer plant but he was not too receptive to the idea. Alderwoman Freeman suggested attending a Commissioner’s Court Meeting in order to apply pressure.

The September meeting was officially changed to September 23rd in order to allow all bills to be received and the budgets presented to be final.

Alderman Tom Johanson made a motion to pay all bills due and payable. Alderman Joe Boudreaux seconded the motion. All members present voted in favor of the motion.

The official meeting was adjourned at 8.03 p.m.
