THE STATE OF TEXAS – TOWN OF ANDERSON – BE IT REMEMBERED, that on this the 14th day of July 2022, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.

1. Call to order: 7:00 p.m. by Mayor Karen McDuffie
a. Roll call: Bessie White, Daryl Alford, Harold Minor, Karen McDuffie, Marc Benton, and Pam Johnson were present at roll call. Kason Menges was absent. Visitors present were Michele Gremillion, Richard Gremillion, Brian Colbert, Tanya Walters, Samantha Kimich, Michael Kimich, Michael Crouch, David Tullos, John Miller, Emma Campbell, Kahe Kurtin, Beth Lowery, Terry Lowery, Will Borski, and Charles Borski.
b. Quorum established.
c. Invocation was given by Richard Gremillion
d. Pledge to the US Flag
e. Pledge to the Texas Flag

2. Public Comment –
• Richard Gremillion – gave information on proposal for Grimes County Emergency Services District #2.
• David Tullos – Spoke against the proposal for Grimes County Emergency Services District #2

3. Consider and take action to approve the minutes of meeting on 6/9/22.
Marc Benton made motion to accept minutes as read, seconded by Daryl Alford. All approved; motion carried.

4. Consider and take action to approve the minutes of budget workshop on 6/16/22.
Daryl Alford made motion to accept minutes as read, seconded by Marc Benton. All approved; motion carried.

5. Consider and take action to approve the minutes of public hearing on 6/30/22.
Daryl Alford made motion to accept minutes as read, seconded by Bessie White. All approved; motion carried.

6. Consider and take action to approve the list of claims and bills.
Daryl Alford made motion to pay bills, seconded by Harold Minor. All approved; motion carried.

7. Consider and take action on Jerome Pasket’s compliance proposal on the property at 353 N Main Street.
Motion by Daryl Alford to postpone to next meeting, seconded by Marc Benton. All approved; motion carried.

8. Consider and take action on Resolution #95-22 regarding proposed Grimes County Emergency Services District
Motion by Marc Benton to approve Resolution #95-22 opposing formation of Grimes County ESD #2, seconded by Daryl Alford. All approved; motion carried.

9. Consider and take action to approve opening bank account for ARPA Funds.
Motion by Daryl Alford to approve opening bank account for ARPA Funds, moving $28984.60 from General Funds to ARPA account, seconded by Harold Minor. All approved; motion carried.

10. Consider and take action on Resolution #96-22 to select engineering service provider(s) to complete project implementation for the American Rescue Plan Act (ARP Act) funding administered by the U.S. Department of Treasury, other Federal or State Agency
Motion by Daryl Alford to select Bleyl Engineering upon confirmation of insurance, seconded by Harold Minor. All approved; motion carried.

11. Consider and take action to approve Resolution #94-22 hiring GrantWorks to write a grant application for park improvement / development to the Texas Parks and Wildlife Department.
Motion by Marc Benton to approve Resolution #94-22. Motion died for lack of second.

12. Consider and take action to approve bid to replace roof.
Motion by Harold Minor to postpone to next meeting and place ad in paper for additional bids, seconded by Daryl Alford. All approved; motion carried.

13. Consider and take action to action to approve Ordinance #152-22 Declining to Approve Entergy Texas, Inc’s request for rate change.
Motion by Daryl Alford to approve Ordinance #152-22, seconded by Bessie White. All approved; motion carried.

14. Consider and take action to approve FY22 budget amendments.

Motion by Daryl Alford to approve FY22 budget amendments, seconded by Harold Minor. All approved; motion carried.

15. Consider and take action to prioritize and begin abatement procedures on vacant properties around town.
Motion by Daryl Alford to postpone to next meeting and make list of places to begin abatement on, seconded by Harold Minor. All approved; motion carried.

Suggestions so far are Harbor House, Blackshear House.

16. Consider and take action on adding solar panel permit.
Motion by Daryl Alford to postpone to September meeting to obtain information from upcoming TML Training, seconded by Marc Benton. All approved; motion carried.

17. Activity report on Juneteenth Parade.
More people than expected. Good turnout, no issues noted.

18. Activity report on Freedom Fest Event.
Good turnout for a 1st time event & the heat.

19. Around Town
• Brian Colbert – TCEQ inspection last week, 5 violations, most are already corrected
• Michael Kimich – AVFD needs judges for BBQ Cookoff event September 30 – October 1 at fairgrounds

20. Permit report – several vendor permits for recent events. Still needing those from Juneteenth.

21. Adjourn at 8:12 p.m.
