2024 08 20 Special Meeting and Budget Minutes

BE IT REMEMBERED, that on this the 20th day of August 2024, at 7:00 p.m., there was begun and holden a Budget Meeting of the Town of Anderson, Grimes County, Texas.

1. Call Special Meeting to order at 7pm. Tanner Krause, Marc Benton, Kason Menges, Will Borski and Rebecca Ray Present. Ashley Ver Schuur, Town Attorney, will not be here this evening. Bessie White arrived at 7:02pm. Harold Minor not present.
2. Business:
   1. Review and discuss Chief Appraiser’s submission of the 2024 Appraisal Roll, No-New Revenue Tax Rate, Voter-Approval Tax Rate, and other Tax Rate Adoption Materials. 2024 certified appraisal roll. No New Revenue Tax Rate is at 0.139106 and Voter Approval Tax Rate is at 0.150237. Town Council will provide the tax rate to the Appraisal District they will publish to the newspaper. The document provided breaks down tax rates and five options provided. The Town of Anderson 2024-2025 budget is provided to the Town Council. Last year’s tax rate was 0.145.
   2. Consider and take action to propose the 2024 Tax Rate. Motion for the proposed tax rate to be 0.141889 by Kason Menges and seconded by Will Borski, all in favor.
   3. Consider and take action to approve Resolution 115-24 authorizing Mayor and Mayor Pro-Tem as signatories for contractual documents and documents for requesting funds pertaining to the Community Development Block Grant – Mitigation (CDBG-MIT) Resilient Communities Program. Went over information at the RCP Kick off meeting on Friday. The project manager with the state and public management were involved. Needs to be passed to identify who can sign documents for the grant. Motion by Kason Menges to approve Resolution 115-24, seconded by Bessie White, all in favor.
3. Adjourn Special Meeting at 722pm motion by Kason Menges, seconded by Tanner Krause, all in favor.
4. Call Budget Workshop to order 722pm.
   35026. Discuss and review line items and amounts for the FY25 budget. Review of general spreadsheet. Ad valorem updated to 35026.93. Will speak with the appraisal district regarding ad valorem and Franchise tax for more information. Rename century link line item. Readdress vendor permit fees and possibly have annual vendor permit/sticker. Combine travel/school dues and clerical training and change to 1250 in budget. Discussion regarding town function fund. RCP will help with community outreach. 5000 suggested for town function fund. Midsouth discussed and advised the Town of Anderson to switch to midsouth Thursday and cancel Bright speed. Change 1000 to contracted services item. Sams club will be zeroed out and cancel subscription. Get back involved with the Chamber of Commerce. Landscaping discussed and would like more landscaping around town. Get list of roads from council for a repairs list. Request a quote for zoom account. Add 400 to QuickBooks due to the increase in pricing. Drop cleaning supplies to 1200. Would like a direct scope of work for bathroom remodels. Need to confirm AC Contract. Will be researching certain items for next budget workshop. Discussion of the sewer budget. Finalize on September 3, the next budget workshop.
