Called to order at 7:00 pm

 

Remarks of visitors:
Cindy Bell reminded everyone of the Chamber of Commerce’s annual Golf Tournament on October 13th. Fanthorp Inn will have their event on the Saturday after Thanksgiving. William Smith appreciates the new paved streets. Daryl Alford discussed trunk or treat coming up and that the pool at the house behind him had been filled.

Agenda Items:
Mayor Sowell asked council to review the minutes from the meetings on September 21 meetings. Karen McDuffie made a motion to accept the Tax Rate Hearing minutes. Carol DeBose seconded the motion. All approved: the motion carried. Joe Boudreaux made a motion to accept the minutes from Budget Hearing. Karen McDuffie seconded the motion. All approved; the motion carried. Joe Boudreaux made a motion to accept the minutes from the September 21 meeting. Carol DeBose seconded the motion. All approved; the motion carried.
David Tullos updated council on the 391 Commission meeting. He invited every elected official from the surrounding areas to the meeting on the 19th. He asked each council member to invite people they felt would be interested.

Erna Freeman and Joe Boudreaux updated council on the changes to the bank accounts. A $100,000 CD was purchased from the Sewer Account and a $125,000 CD was purchased from the Interest and Sinking account. The CD’s are set for 1.5% interest on a 3-year CD with no penalty for early withdraw. All three accounts are now interest-bearing accounts. Karen McDuffie made a motion for Joe Boudreaux and Erna Freeman to look into the TML State Pool and get with Mayor Sowell as to the dollar amount to invest. Carol DeBose seconded the motion. All approved with Joe Boudreaux and Erna Freeman refraining from voting. The motion carried.

Mayor Sowell discussed Trunk or Treat and stated everything was ready to go. The town would purchase hotdogs, buns, condiments, and candy. Water would be donated by C-Force and Mid-South.
Mayor Sowell asked council to review the Grimes County Appraisal Districts contract for tax assessment and collections for the year 2018. Erna Freeman made a motion to accept the agreement. Joe Boudreaux seconded the motion. All approved: the motion carried.

Michael Casaretto informed council that the town is closer to hiring an inspector. The City of Navasota is interviewing and he, Joe Boudreaux and Carol DeBose interviewed a gentleman today who is a possibility also.
Mayor Sowell stated that the moratorium will stay in place. Mayor Sowell thanked Joe Boudreaux for working with Grimes County Road and Bridge to get the street work done in town. The shoulder work has been done on Hill St. and they are working on the bulk head for Johnson Street. Mayor Sowell asked Melissa Darst to discuss Anderson Food Pantry’s Trunk or Treat event. Melissa stated that they will be collecting canned goods. She stated that they were having a Farmers Market this weekend with vendor spaces available to rent and 2 live bands. Erna Freeman told all about the Anderson Education Foundations Dinner Fundraiser. The funds collected are used for grants to teachers. Over the past 7 years the organization has given over $70,000 in grants to area teachers.
