Members Present: Gail Sowell, Mayor, Karen McDuffie, Mayor Pro-Tem, Aldermen Carol DeBose, Harold Minor, Daryl Alford, Carnell Carrell

Carol DeBose gave invocation.

Remarks of visitors:
Cindy Bell updated council on upcoming Navasota Grimes County Chamber of Commerce events. Ruts on Schroeder Street are getting worse.
Kason Menges comments on utility pole on Pecan Street is being held up by tree.
Susan Boudreaux commended Mayor for her leadership and service, comment on TML advice.
Erna Freemen commented on closure of Martin St and 3 travel trailers in town now.
Joe Boudreaux commended Mayor Sowell and Carol DeBose on their work on council.

Agenda Items:
Mayor Sowell asked council to review the minutes of the regular meetings held on Thursday March 14, 2019. Karen McDuffie made a motion to approve all the minutes presented. Carol DeBose seconded the motion. All approved; the motion carried.

Mayor Sowell asked council to consider attending TML Regional Meeting in Huntsville April 25. If anyone can attend, please notify office.

Nancy Perry and Lance Lavergne presented council with their plan to replot the Lavergne property and close Martin Street between Buffington Street and Hwy. 90. Council asked for notarized letters from surrounding residents in order to consider further.

Discussion was held regarding the Grimes County Birthday Party on June 15, 2019. The town will cook hotdogs and have an area with photos and information about the town. The next planning meeting will be April 22 at 6 pm. Mayor Sowell asked for a vote on the town’s participation. Daryl Alford made a motion to participate in the birthday party. Carnell Carrell seconded the motion. All approved; the motion carried.

Mayor Sowell asked Michael Casaretto to explain TML’s responses to the variances. In regard to the Lee’s Variance, Michael Casaretto, against TML’s advice, felt that the age could be considered with an interlocal agreement with the City of Navasota’s Inspectors. In regard to the Clayton’s Variance, TML stated it was a complete disregard of the ordinance and Michael Casaretto agreed. There is no hearing scheduled for either variance.

Mayor Sowell asked council to consider a new sewer tap at the Anderson Baptist Church Food Pantry. Daryl Alford made a motion to approve. Harold Minor seconded the motion. All approved; the motion carried.

Mayor Sowell asked council to consider a new sewer tap at the Anderson Church of Christ. Daryl Alford made a motion. Carnell Carrell seconded the motion. All approved; the motion carried.

Mayor Sowell asked council to consider a new light on Cedar St. and FM 149. Daryl Alford made a motion to approve. Harold Minor seconded the motion. All approved; the motion carried.

Mayor Sowell updated council on the abatement process. Our constable Blake Jarvis hand delivered the letter on March 29, 2019. The property owner informed the constable he didn’t own property in Anderson. The town will begin the abatement process April 29, 2019.

Mayor Sowell thanked Daryl Alford and Al Peeler for taking the community service workers around for clean up day. Mayor Sowell also thanked Karen McDuffie for arranging the dumpsters through Brazos Valley Solid Waste Management Agency, Inc. The plaques are ready for the past mayors and alderman. Mayor Sowell will turn the hall rental calendar over to the office and the council needs to take turn cleaning up after rentals or hire out the cleaning.

Mayor Sowell asked council to review the bills. Karen McDuffie made a motion to approve. Carol DeBose seconded the motion. Carnell Carrell recused himself from voting. All others approved: the motion carried.

Mayor Sowell commented on the letters that were sent to Carnell Carrell regarding the illegal burn and voting on issues where he should have recused himself. Mayor Sowell explained that each person on the council took an oath of office swearing to uphold the law. Because the issues where made in public, she felt she should address them in public.

Mayor Sowell asked for a motion to adjourn. Daryl Alford made a motion to adjourn. Karen McDuffie seconded the motion. All approved; the motion carried.
