October 10, 2013
Members Present: Gail Sowell, Mayor; Erna Freeman, Mayor Pro-Tem; Alderwomen: Carol DeBose, Karen McDuffie; Aldermen: Joe Boudreaux, Tom Johanson
Visitors Present: Cindy Bell, Louise Sanders, Ken Sanders, Billy Bean, Paul E. Malek,PE, Hershel Perry, Sam Nobels, Susan Boudreaux, Ronnie Hale.
Town Attorney Present: Angela Collier Seager
There was a quorum thus a public open meeting was called to order at 7:00 P.M. by Mayor Gail Sowell. The Pledge of Allegiance and the Texas Allegiance were recited. Invocation was said by Tom Johanson.
Remarks of visitors: Cindy Bell thanked the board for putting the clean-up day on the agenda. No action was required by the board.
Angela Collier Seager conducted a condemnation hearing on Billy Beans property located at the 2nd house from the corner of FM 1774 & Main Street. Being: E. Anderson, Block 3, Lot 3, 4, 12, 13 (according to Appraisal District Records). Angela Collier Seager questioned the Board of Inspectors (Mr. Sam Nobels, Mr. Hershel Perry, and Mr. Paul Malek) and Mr. Billy Bean. Mr. Billy Bean had no questions for the Board of Inspectors but did address the Board of Aldermen. After the hearing concluded and as the result of the hearing, a motion was made by Joe Boudreaux to re-institute the condemnation, giving Mr. Bean 30 days to get his building up to code. It was seconded by Carol DeBose. All approved, motion carried.
Ronnie Hale of Entergy discussed the ordinance declining to approve the change in rates requested in Entergy’s Statement of Intent. Erna made a motion to accept Ordinance # 99-14 declining to approve the change in rates. Joe Boudreaux seconded the motion. All approved, motion carried.
Minutes of regular meeting and hearings held on September 19, 2013 were read by each board member present. A motion was made to approve the regular meeting minutes, the budget hearing minutes, and the Tax Rate Hearing minutes as presented by Erna Freeman. The motion was seconded by Joe Boudreaux. All approved, motion carried.
Erna Freeman gave an update on the Master Gardeners Main Street project. Mayor Sowell will put information about the project in the Anderson column of the Examiner, including a contact phone number if anyone would like to make a donation to the Master Gardeners.
The board members had the second reading of the Junk Vehicle Ordinance. A motion was made by Karen McDuffie to accept the Junk Vehicle Ordinance # 98-14 on this second reading. Carol DeBose seconded. All approved, motion carried.
Karen McDuffie reported on the upcoming clean-up day set for October 19, 2013. Clean up day is for residents of the Town of Anderson only. There will be two roll off trailers. No tires will be accepted this year. Trunk or Treat is set for October 26, 2013. Mayor Gail Sowell will announce this in the Anderson column of the Examiner. The Mowing Ordinance #95-13 along with a letter to all residence/property owners of the Town of Anderson will be mailed out.
Mary Bostelman reported on the progress of both the website and Mayor Gail Sowell’s cell phone. She will contact Verizon again along with contacting someone in the school for assistance with developing the website.
Tom Johanson made a motion to approve paying bills as noted with the amendment of MBC Management’s invoice. Joe Boudreaux seconded the motion. All approved, motion carried.
Mayor Gail Sowell presented Mrs. RoAnne Stanley, this being her last official meeting as Town Clerk, a framed certificate recognizing her years of service to the Town of Anderson. Well wishes on her retirement were stated by all board members at a gathering after the meeting closed.
There was no closed session.
Angela Collier Seager will have Mayor Gail Sowell sign the Order of Condemnation on Billy Beans property.
Next regular session town meeting is scheduled for November 14, 2013.
