BE IT REMEMBERED, that on this the 16th day of January 2025, at 7:00 p.m., there was begun and holden a rescheduled Regular Meeting of the Town of Anderson, Grimes County, Texas.

    1. Call the meeting to order and establish a quorum. At 7pm members present, Will Borski, Ashley Ver Schuur, Kason Menges, Tanner Krause, Bessie White, Mayor Marc Benton and Rebecca Ray.
    2. Invocation given by Kason Menges. Moment of Silence for Sgt Mark Butler with the Navasota Police Department and Deputy Jesus Jesse Vargas of the Brazoria County Sheriff’s Department who lost their lives in the line of duty on January 15th.
    3. Pledges to the flags.
      “Honor the Texas Flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible.”

    5. Mayor’s Update
      1. Upcoming election dates are coming up. Members due for election are asked to apply if they want to stay in position by February 14th. Members due for election are Harold Minor, Bessie White and Mayor Marc Benton. See Rebecca in the office to apply for candidacy. February 18th is the last day for write-in candidates.
      2. Hall bathroom remodel is 95 percent finished. Still needing to replace a mirror in the men’s bathroom, covers and handles will be installed.
      3. Hall kitchen remodel status: Kitchen remodel scope of work list given to each council member to send with request for bids. The bidding process will not be in the paper. The scope of work will be sent to the previous six contractors and anyone else to place a bid. Requesting the council to have input to add, define or refine the scope of work and to let Mayor Marc Benton or Rebecca Ray know of any suggestions. Council input is due by Jan 31
      4. Town Hall will be open next week as a warming center for anyone needing a place to stay during the day.
      5. Go Texan is January 26th and is needing BBQ judges.
      6. BVR meeting next Tuesday at 2pm which will include the president of the company and the financial officer. Discussion regarding contract but no action currently. Council members are welcome to attend the meeting.
      7. January 25th at 4pm the Harris County Junior Mounted Posse will be at the Fairgrounds. The Houston Mayor sends the Posse announcing the opening of the Houston Rodeo by proclamation to the town.
      8. American legion is having their fundraising event February 1st.
    6. Consent Agenda:
      Motion to approve all Consent Agenda Items by Tanner Krause, second by Kason Menges, all in favor. All consent items are considered to be routine and will be enacted by one motion and vote.

      3. Approval of Budget Line-Item Transfers
        • Transfer $13.86 from 1-5-260 (General Office Supplies) to 1-5-522 (Microsoft)
        • Transfer $8623.50 from 1-7-305 (Building Repairs) to 1-6-600 (Road Repair and Maintenance)
    7. Reports:
      Informational reports only, no action to be taken.

      1. Permit report: no permits this month
      2. Sewer Report: Brian Colbert has let Marc know of a high e coli count in December and will report to TCEQ. No cause for that currently.
      3. Grants Report
        • 2017 Harvey Grant: No Update
        • ARPA Grant: $515 will be spent on TCEQ Application
        • 2023-2024 CDBG: lift station and plumbing under the bank. Waiting on txdot permit. Will bid all together. Construction will be done by the end of the year.
        • 2025-2026 CDBG: An ad in the paper was placed this week looking for proposals for RFQ.
        • CDBG MIT-MOD: No Update
        • Harvey Reallocation Funds: No Update
        • RCP: same as last month and the first public hearing will in late February.
      4. Texas Department of Transportation (TxDOT): called awaiting signature for approval. Still in the works.
    8. Business:
      Discuss, consider, and possibly take action regarding:

      1. Consider and take action to approve Ordinance #171-25 for the payment of wages to Town Employees by Direct Deposit. Talked to bank regarding direct deposit and they do not provide that. Previously used intuit for payroll. Pushed to next month. Ashley will adjust language accordingly.
      2. Consider and take action to Order an Election by Ordinance #172-25 for the implementation of a .25% sales tax in the Town of Anderson. Talked about EDC and MDD previously. MDD and council can do the same thing. Ordinance focuses on business development but can be budgeted how the town wants. Ordinance read aloud by Mayor Marc Benton at 720pm. Motion to approve Ordinance #172-25 by Tanner Krause, second by Kason Menges, all in favor. Rachel sent over the order of election for positions and special election regarding this ordinance. If it is approved, it will be in the next election. Need to get out and market.
    9. Executive Session at 725pm
      1. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
    10. Possible Action from Executive Session at 835pm Motion to make an offer through contract, the assets of the Anderson water company by Kason Menges, second by Will Borski, all in favor.
      1. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
