BE IT REMEMBERED, that on this the 13th day of March 2025, at 7:00 p.m., there was begun and holden a rescheduled Regular Meeting of the Town of Anderson, Grimes County, Texas.

  1. Call the meeting to order and establish a quorum. Members present at 7pm, Mayor Marc Benton, Ashley Ver Schuur, Harold Minor, Tanner Krause, Bessie White and Rebecca Ray. Kason Menges arrived at 7:35pm.
  2. Invocation Given by Harold Minor.
  3. Pledges to the flags.
    “Honor the Texas Flag. I pledge allegiance to thee, Texas, one state under God, one and indivisible.”
  4. Public Comment

  5. Presentations
    1. TexPool Investments – Colby Anthony
      • Reached out via email pertaining to Towns certificates up for maturity.
      • Newsletter passed out to the council by Colby Anthony.
      • Local government investment pool with a conservative outcome.
      • Securities safe and backed by the government.
      • Interest gets paid out monthly with the ability to move money at any time.
      • Preservation of capital liquidity and get a good yield.
      • All wire fees provided by the company no charge or penalties. No catch to the fees. No surprise fee at the end of the month.
      • Same interest and resources within the pool.
      • There are many local places surrounding Anderson that they work with.
      • Process for services include a Resolution agreement, bank information sheet for investment policy. They will send three documents as well as check boxes.
      • Met with Grimes County today before this meeting.
    2. Child Abuse Awareness Month – Tanya Tullos, Vice Chairman, Grimes County Child Welfare Board
      • Present proclamation for 2025 April child abuse awareness month.
      • Plan is to have signs and pin wheels out with permission at the end of march possibly the first part of April.
      • Partners with Scotties house ceremony at justice center to read names of children who have been affected in Grimes County.
      • Pin wheels will be placed on justice center lawn for each name.
      • Invited April 2nd at 2pm to the justice center.
      • Proclamation read aloud by Tanya Tullis.
    3. Confederate History and Heritage Month – Jim Westmoreland
      • Invited was not able to make it.
      • April 12th Park memorial from 10am to 3pm.
    4. Annual Cybersecurity Training
      1. Postponed next to next month’s meeting.

    Discuss, consider, and possibly take action regarding:

    1. Consider and take action to approve Municipal Maintenance Agreement between the City of Anderson and the Texas Department of Transportation (TxDOT) and authorize the Mayor as signatory.
      • Received emails stating the agreement has expired and needs a new one put in place.
      • The council read the agreement provided.
      • Definition on controlled access and non-controlled access provided.
      • Postponed for next month’s meeting.
    2. Consider and take action to approve Ordinance #175-25 between the State of Texas and the City of Anderson for Maintenance control, supervision and regulation of certain Highways and/or portions of State Highway in the City of Anderson and authorize the Mayor as signatory.
      • Postponed for next month’s meeting.
    3. Consider and take action to approve Ordinance #174-25 for the Cancellation of General Election and authorize the Mayor as signatory.
      • Ran unopposed with no additional applications submitted.

    4. Consider and take action to approve Hotel Occupancy Tax Ordinance 176-25.
      • Given to the council at last month’s meeting. Typos were fixed but no formatting errors.
      • Effective date April 1st.
      • Motion to approve by Tanner Krause, second by Kason Menges, all in favor.
    5. Discussion and possible action to approve a new Town Hall Cleaning Contract and authorize the Mayor as signatory.
      • Each council member provided with the cleaning contract.
      • Once Passed then the cleaning contract will be presented to the cleaning services providers currently in place.
      • Motion to pass by Kason Menges, second by Bessie White, all in favor.
    6. Discussion and possible action on investment certificates maturing in April.
      • 2 cd’s, general and road cd, mature next month
      • TexPool something to look into.
      • Table next month to get CD sheet.
    7. Discussion and possible action to review and approve a contractor for the kitchen hall remodel from the received proposals.
      • Council Would like William Borski’s input on the kitchen remodel.
      • Spoke with Steve Storey with American legion and they have renewed status.
      • Hold off on remodel and see what Steve can do with a chance to work together.
      • Workshop for the kitchen remodel to be scheduled with Rebecca and she will get with Steve as well for a date for the workshop.
    8. Discussion of plan and assignments for Anderson Spring Clean Up on April 12th.
      • Volunteers and community service have been communicated with.
      • Grimes county assisting with brush placed at curbside.
      • Dumpster has been scheduled.
      • The council will be involved with the clean up
    9. Discussion of updates to town priority list.
      1. Provided last month’s meeting.
      2. Discussion on Burying Power Lines.
      3. Leave for a while on each month’s agenda to get the council’s input and a comprehensive plan.
  10. Executive Session at 8:08pm
    1. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
  11. Possible Action from Executive Session Back from Executive session at 8:25pm no decision made
    1. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
