BE IT REMEMBERED, that on this the 9th of October 2025, at 7:00 p.m., there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.

1. Call meeting to order and establish quorum Members present at 7pm, Mayor pro tem Tanner Krause, Harold Minor, Kason Menges, Bessie White, Will Borski, Cara McAlister.  Ashley Ver Schuur arrived 7:06pm. Visitors present Brian Colbert, Michael Kimich, Carnell Carrell, Willie Minor, Sherri Benton, Marc Benton, Travis Rawls, Daryl Alford, Thomas Lyon, David Tullos, Charles Borski, Daniel Arguijo, & Nancy Jane McMillan.

   1. Tanner thanked Marc Benton for his service and time as Mayor to the Town. Formal acceptance of the Mayor resignation to be addressed in the business section.

      1. Brian Colbert to report on recent repairs
      2. Two pumps failed at the old HS track lift station on/around Oct 1st requiring full replacement. Tanner authorized the immediate repair to one pump in the amount of $5,577
      3. VFD needs replacement – computer that tells the pump what to do
      4. Brian recommends a cooling fan exhaust install after the 2nd pump replacement to keep the system cooled and running optimally and potentially avoid this failure in the future.
      5. Elec panel at the wastewater treatment is still recommended.

   5. Consider and take action to approve Resolution 130-25 for TxDOT road closure Saturday December 6, 2025 Anderson Holiday Fest.

   6. Consider and take action to vote for the TML Region 14 Director. 
      1. Former Mayor Marc Benton provided recommendation for current incumbent, Sally Branson.
      2. No other recommendations from council or further discussion.
         1. Motion to cast vote for TML Region 14 Director candidate Sally Branson by Kason, second by Tanner, all in favor.
   7. Consider and take action to approve Resolution 131-25 for Designating Authorized Signatories for CDBG-24-065-147-F006
      1. Tanner read the resolution, no discussion by council.
         1. Motion to approve Resolution 131-25 for Designating Authorized Signatories for CDBG-24-065-147-F006 by Kason, second by Bessie, all in favor.
   8. Consider and take action to nominate candidate(s) for the Board of Directors of the Grimes Central Appraisal District under Resolution 132-25.
      1. In the past council has tried to nominate locals, Kason Menges offered as a nominee.
         1. Motion to approve Kason Menges as a nominee for the Board of Directors of the Grimes Central Appraisal District under Resolution 132-25 by Kason, second by Harold, all in favor.
   9. Consider and take possible action to consolidate or remove multiple Town of Anderson Facebook Accounts.
      1. Motion to consolidate multiple Facebook accounts to one account, Town of Anderson by Kason, second by Will, all in favor.
   10. Consider and take possible action regarding the Town Hall rental rates. 
       1. New dumpster was overflowing after the weekend, a special pick-up was arranged at a cost of $38 to the Town. Tanner requests language be added to the rental agreement to address appropriate use of dumpster and prohibited items.
       2. Will advises a car was parked in front of the dumpster Friday at pickup that could have caused some of the excess trash. 
       3. Discussion to increase rate 
          1. Motion to increase the daily rental rate to $300 and $175 for deposit effective once Rental Agreement is approved by council by Will, second by Kason, all in favor.
   11. Consider and take possible action to approve a purchase of new pumps for the 1140 FM 149W lift station.
       1. Discussion of the old HS track lift station pump failure, Tanner authorized Brian to install one of the two pumps needed in order to get the lift station running. A second pump is needed. 
       2. Quote for second pump provided – $5,646 gets rid of capacitors and makes the necessary upgrades
       3. The failed pumps were 20+ year old pumps.
       4. Harold asks about the warranty of new pumps, the quote provided information. Six months on factory defect.
       5. To protect the warranty on the VFD the company provides an extra fan as long as we get the other VFD. 
          1. Motion to approve the purchase of a second pump at 1140 FM 149W lift station (old HS track) for a total price of $5,646 by Harold, second by Will, all in favor.
   12. Discuss Anderson-Shiro Lift Station upgrades. 
       1. Town contacted by an engineer working on the project, currently this station has a 2” with capacity for two pumps but with a 2” line there isn’t adequate capacity.
       2. Upgrades are needed to the lift station, sizing issues. 
       3. This station serves out of town users and the Town took over operation after it was built. 
       4. The cost of 1900 feet of new line could be $35-60/sqft of new line. Tanner does not recommend the Town to pay for this, school bonds should be looked at for funding.
       5. The demand is coming from the school, not the town. Tanner will get additional information as it comes from Rodney Floyd of the building committee.
   13. Discuss council participation in upcoming events:
       1. Trunk or Treat (Oct 25) – Madole rental $100 each unit
          1. Council agrees to again provide porta-potties and a handwash station for $300
          2. Purchase candy for council members to distribute at the event
       2. Voices for Vets Main St Concert (Nov 8)
          1. At this time council agrees there is not enough interest or capacity to take on this event, and it will not be held.
   14. Consider and take possible action to approve Resolution 133-25 for TxDOT road closure Saturday November 8, 2025 Voices for Vets concert. 
       1. No action taken as the event will not be held.
9. Executive Session  at 7:55pm
   1. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
   2. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate personnel matters.
10. Possible Action from Executive Session at 8:29pm 
    1. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
       1. Motion to vacate Houston St to Grimes County in exchange for the release of Main St to the Town by Will, second by Harold, all in favor.
    2. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding personnel matters.
       1. No action.
11. Around Town
    1. AVFD annual Christmas Parade will be Nov 30, 2025 (possible road closure 5-9pm). This should be the same day as the Christmas Tree lighting at the courthouse. Possibility of council to assist with additional funds from town fund, as available
    2. Will commits to install the vent hood in the Town Hall/Community Center kitchen
    3. Harold requests trees around town be cut back, Will spoke with Jon from the County but he wants to work with the Mayor once appointed.
    4. Will noted a street light at Main/Fanthorp out, faint.
