2026 01 08 Meeting Minutes

BE IT REMEMBERED, that on this the 8th of January 2026, at 7:00 PM, there was begun and holden a Regular Meeting of the Town of Anderson, Grimes County, Texas.

1. Call meeting to order and establish quorum at 7:01pm Members present: Mayor Kason Menges, Tanner Krause, Will Borski, Harold Minor, Bessie White, Town Attorney Ashley Ver Schuur and Town Clerk Cara McAlister. Visitors present: Carnell Carroll and Brett Mize.

5. Mayor’s Update
   1. Abatement is nearing completion at 101 S Main. Should be finished Jan 9. Floor on left side of building did not survive. 
   2. Upcoming election and key dates – March 3, 2026 is the primary, May 2, 2026 is the city/school election, deadline for filing is Feb 13.
6. Consent Agenda:  All consent items are considered to be routine and will be enacted by one motion and vote.
   1. Approval of Meeting Minutes.
   2. Approval of the list of claims and bills
   3. Motion by Tanner Krause to approve the consent agenda items in full. Second by Harold Minor, all in favor. Motion Passes.
7. Reports:  Informational reports only, no action to be taken.
   1. Permit report 
      1. Rec’vd $1100 from Grimes Co Body Shop – sewer connect, Elec and Commercial Construction
      2. Signed Commercial Construction permit for St Stanislaus foundation repair. Received payment, $75
   2. Sewer Report
      1. No updates from Brian Colbert
      2. Reminder of Hahn quotes for WWTP and lift station and items of action.
      3. Will Borski advises the sprinklers need to be turned on at the front pond.
      4. The sewer line was overwhelmed after the NYE event on Main St at Toasted Tomato. Salvador C was asked to come and repair the line. Backed up into Will Borski’s home.
      5. May need Brian to check on it again, discrepancy between water or sewer line.
   3. Grants Report
      1. ARPA Grant – no update
      2. 2023-2024 CDBG
         1. Steve Duncan and Vicki Spiess have filed an extension on the contract with TDA.  Vicki completed the paperwork and Tanner approved in TDA-Go
         2. Still delays in procuring asphalt until end of January..
      3. 2025-2026 CDBG – no update
      4. CDBG MIT-MOD
         1. Mayor signed a payment request #2 to pay Bleyl Engineering for services 6/1-6/28/2025 “Design Notice to proceed”
         2. Waiting on environmental review to be completed.
      5. Harvey Reallocation Funds
         1. Mayor signed a payment request #2 to pay Bleyl Engineering for services 11/2-11/29/2025 “Design approved”
      6. RCP – no updates
   4. Texas Department of Transportation (TxDOT) – no updates
8. Business:  Discuss, consider, and possibly take action regarding:
   1. Take action to appoint an Alderman through May of 2026. 
      1. Statement of Officer Form 2201 and Oath of Office Form 2204 included in packet, read aloud to Brett Mize, Cara gives oath and notarizes form. 
   2. Discuss and possible action to re-organize Aldermen by electing one of its members as Secretary.
      1. Brett previously offered, clarifies role of Secretary and still open to accepting
      2. No other alderman offers
      3. Motion by Will to nominate Brett Mize as Secretary. Second by Harold Minor, all in favor. Motion Passes.
   3. Review and take action to approve the Joint Election Agreement between the Town of Anderson and the Grimes County Election Administrator.
      1. Tanner asks about changes, they adjusted the remit payment timeline from 90 days to 30 days. Page 2 Section 1. 
      2. Motion by Tanner to approve the Joint Election Agreement. Second by Will, all in favor. Motion Passes.
   4. Discuss and possible action on the Anderson United Methodist Church parking lot extension requests.
      1. No updates provided to Ashley Ver Schuur from the church
      2. Some survey work has been done
   5. Discuss and possible action to approve a Spring Cleanup date
      1. Propose April 11
      2. Order dumpsters, offer service hours to HS students, probationers, create flyers, 
      3. Will would like to see cleanup of debris in ditches
      4. Dumpster setup at NW corner of Main and 1774
      5. Provide light refreshments
      6. Confirm safety vests and grabbers
      7. Brush and large tree limbs set by the road for County (John Steiber) , or coordinate with County on same date
      8. Motion by Tanner to approve the Spring Cleanup Day April 11, 2026. Second by Will, all in favor. Motion Passes.
   6. Discuss and possible action to approve a Mayor and Business Forum or Workshop date
      1. Kason suggests a recurring workshop date and then move to quarterly.
      2. Will suggests keep the workshop on a week day
      3. Will brings up concerns with frequent road closures and limiting the number of events annually.
      4. Tanner suggests first meetings be held at Community Center and later businesses could host
   7. Discussion of 6pm vs 7pm and option; Thursday a week before regular meetings in order to make OMA agenda timing.
      1. Motion by Tanner to begin Workshop meetings with business owners Feb 5 and Mar 5 at 6pm. Second by Harold, all in favor. Motion Passes.
   8. Discuss and possible action to approve a 101 S Main Workshop date
      1. Abatement to be completed by Friday Jan 9.
      2. Will asked what is to be done with the cabinets and remaining items of the building
      3. Kason suggests this Workshop will immediately follow the Business Forum or at 7pm for Feb 5 and possibly Mar 5
      4. Motion by Tanner to begin Workshop meetings for 101 S Main progress Feb 5 and tentative Mar 5. Second by Harold, all in favor. Motion Passes.
9. Executive Session at 7:43pm
   1. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
   2. Convene into Executive Session pursuant to Sec. 551.072, Texas Government Code, to deliberate personnel matters.

    1. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding the sell, purchase, exchange, or value of certain real property located within the limits of the Town of Anderson.
    2. Reconvene into public session and take action as appropriate at the discretion of the Town Council regarding personnel matters.
11. Around Town
    1. 2026 TML Region 14 Spring Meeting – 04/16/2026 in case anyone needed to attend. Will review needs for Brett.
    2. Red Line Pest Services, LLC has shut down the Lawn Maintenance Division of the company and will no longer be offering these services to the Town of Anderson. Suggestion to seek bids with website, Facebook and possible newspaper post. 
    3. Before we put out bids we should get with the County about trimming back trees, road repairs, etc to be sure the lawn maintenance crew would understand the requirements. 
    4. Kason will reach out to John Steiber about some cleanup. Pothole patching around town might be around $1500
    5. No lights out around town noticed
    6. Jake Brake Ordinance suggestion
    7. New Years Eve event went well, with several hundreds in attendance. Future events of this size will require the use of porta-potty services to be provided by event coordinators.
12. Discussion of agenda items for the next scheduled meeting
    1. Discuss re-bid of town lawn care services. To do before posting in paper and on website
